Napa Valley College is seeking an individual with

demonstrated

administrative skills to join an outstanding team of faculty, staff, and administrators to provide high quality programs and services to our district, our community, and most importantly, our students.

The incumbent in this position will be

providing leadership and centralized support to ensure District compliance with all legal and regulatory requirements under Title IX of the Educational Amendments Act of 1972 and other civil rights and equity requirements; serving as the District’s Title IX Coordinator and Compliance Officer; planning, developing, and implementing activities of assigned areas of the Human Resources and Training and Development department including civil rights investigations and compliance and training programs and activities, as well as organizational development and employee relations activities with other districts; overseeing assigned personnel; and scheduling working assignments within established timeframes and standards.

This job reports to Assistant Superintendent/Vice President, Human Resources and Training & Development.

This is a full-time, 12-months-per-year, classified administrative position. The salary has

an appropriate placement

on Range

13

of the current Administrative/Confidential salary schedule

.

Initial salary placement is $

6,537

to $

7,208

/month, with future steps up to $

9,200

/month

.

Placement on the salary schedule is

commensurate

Assignment

includes 20 paid holidays, 22 vacation days, and

12 days

sick leave annually.

Essential Functions:Communicates with a variety of internal and external individuals (

e.g.

Public Affairs, College Police, student housing, students, staff, legal counsel, etc.) for the purpose of providing and/or

acquiring

accurate

and up-to-date information concerning human resources and Title IX processes, policies,

procedures

and related legal requirements.

Compiles data from a wide variety of sources for the purpose of analyzing issues, ensuring compliance with established policies and procedures, and/or monitoring program components.

Develops and implements mandated training (e.g. curricula and training materials for AB 1825 sexual harassment prevention, child abuse and neglect mandated reporters, Title IX sexual violence prevention, unlawful discrimination, and other EEO topics; delivers training sessions;

identifies appropriate vendor-delivered training programs; schedules/deploys trainings; monitors timely completion; etc.) for the purpose of ensuring timely completion of mandated training by all applicable employees.

Develops and implements outreach and educational campaigns (

e.g.

designs and publishes marketing and awareness informational materials,

maintains

Title IX website and applicable social media platforms; publicizes applicable campus and community resources, etc.) for the purpose of ensuring the employee and student community understands the

District’s

obligations under Title IX and other state and federal laws and regulations.

Develops and implements policies and procedures (

e.g.

Title IX prevention and awareness, etc.) for the purpose of meeting compliance requirements.

Develops programming and response protocols for the purpose of supporting the

District’s

efforts in promoting equity and creating an inclusive campus environment.

Implements work plans, policies, practices, and/or activities for the purpose of

complying with regulatory requirements and established guidelines and ensuring effective utilization of personnel.

Investigates student complaints alleging unlawful discrimination, sexual harassment, sexual violence and other complaints and alleged violations (

e.g.

receives and reviews complaints, conducts intake interviews, explains reporting options and resources,

oversees

and coordinates the work of investigators, ensures

timely

, impartial investigations, conduct compliant mediations, etc.) for the purpose of reaching resolutions.

Participates in meetings,

workshops

and seminars for the purpose of conveying and/or gathering information required to perform functions.

Performs case management services (

e.g.

maintains

communications with all parties throughout the investigation and resolution process, assesses and

takes action to mitigate

any potential safety risks that may be involved, coordinates and makes referrals for support services,

maintains

comprehensive case logs,

files

and notes, etc.) for the purpose of monitoring for legal mandated deadlines.

Prepares and develops a variety of materials (

e.g.

reports, correspondence, employment relations documents, procedures, manuals, etc.) for the purpose of documenting activities, providing written reference, and/or conveying information, and/or

complying with

legal requirements.

Prepares comprehensive reports of findings of fact and recommendations for the purpose of identifying, recommending, and determining appropriate remedies within mandatory deadlines.

Presents information on a variety of topics related to administrative responsibilities (e.g. overviews of services,

policies

and procedures, etc.) for the purpose of providing general information, training others, and implementing actions.

Receives and responds to complaints regarding incivility and unprofessionalism (e.g. drafts sanction letters on behalf of the Chief Human Resources officer, etc.) for the purpose of referring parties to supportive services when needed.

Recommends policies, procedures and/or actions for the purpose of providing direction for meeting the district's goals and objectives.

Researches a variety of topics (

e.g.

new federal and state laws and regulations, trends, etc.) for the purpose of staying abreast of developments and ensuring compliance with District Title IX/EEO polices and compliance procedures and processes.

Serves as a District emergency contact for the purposes of receiving discrimination and harassment claims.

Serves as lead of the Title IX Committee (

e.g.

facilitates

meetings, follows up with reporting parties and students or staff of concern, develops support service plans for students and staff, conducts follow-up training with relevant parties, etc.) for the purpose of ensuring understanding of District programs and policies.

Serves as the District’s Title IX Coordinator and Compliance Officer (

e.g.

plans and oversees District-wide programs and initiatives; analyzes trends,

patterns

and possible systemic issues; etc.) for the purpose of ensuring compliance with Title

IX’s

legal and regulatory requirements.

Supervises assigned personnel (e.g. recruitment, interviewing, hiring, evaluating, etc.) for the purpose of maintaining adequate staffing, enhancing productivity of

personnel

and achieving

department objectives within budget.

Supervises personnel record-keeping procedures (e.g.

Maxient

files, investigation files, etc.) for the purpose of ensuring compliance with regulatory requirements.

Supports chief human resources officer with a wide variety of Human Resources items (

e.g.

investigations, governmental inquiries/charges, grievance resolution, complaints/discrimination, disciplinary action, etc.) for the purpose of ensuring processes are completed

in accordance with

employment laws, regulatory agencies, regulations, policies, and practices.

Other FunctionsPerforms other human resources related duties as assigned including, but not limited to, employee and labor relations for the purpose of ensuring the efficient and effective functioning of the work unit.

Work EnvironmentThe usual and customary methods of performing the job's functions require the following physical demands: some lifting, carrying, pushing, and/or pulling, some stooping, kneeling, crouching, and/or crawling and significant fine finger dexterity.

Generally,

job requires 80% sitting, 10% walking, and 10% standing. This job is performed in a

generally clean
