Napa Valley College is seeking a Student Affairs Specialist for the Basic Needs Center. The Basic Needs Center strives to increase equitable access to food, transportation, housing, and financial, physical, and mental wellness resources for all students by breaking down barriers and transforming the Napa Valley College community.

The incumbent in this position will assist in providing services and program activities including outreach, orientation, college re-entry assistance, and financial aid guidance; and maintaining services in compliance with established program guidelines. Employees in this job classification perform the functions and related tasks indigenous to the work assignment and/or location in which they serve.

This job reports to the Dean, Student Affairs, Student Life, and Engagement.

This is a full-time, 12-months-per-year classified position located on our main campus in Napa. The salary has an appropriate placement on range 15 of the current Classified Salary Schedule. The starting salary range is $4,462/month to $5,166/month, with future steps up to $6,279/month. Placement is made based on experience. Essential Functions:Coordinates program activities and special events (e.g. scheduled activities and events, college tours, outreach activities) for the purpose of providing activities to enrich student life and retention.Assists with day-to-day operations of assigned program and/or departmental responsibilities (e.g. procedures, strategic planning, grant implementation, financial aid) for the purpose of achieving organizational objectives and ensuring compliance with legal, financial, and district, state, and federal requirements.Collaborates with internal and external personnel and organizations (e.g. counselors, public agencies, community members) for the purpose of implementing and maintaining services and programs under established guidelines and procedures.Assists with a wide variety of complex materials (e.g. budgets, funding requests, Student Learning Outcomes (SLOs)/Service Area Outcomes (SAOs), program materials) for the purpose of supporting the documentation of activities, meeting compliance requirements, providing audit references, making presentations, and providing supporting materials.Compiles data from a wide variety of sources (e.g. public agencies, college departments, financial aid) for the purpose of identifying and contacting potential students, tracking student progress, ensuring compliance with organization policies and procedures, and monitoring program components.Facilitates student-related meetings, workshops, seminars (e.g. NVC student affairs actions involving outside agencies, interdepartmental needs) for the purpose of providing primary services, following district guidelines and regulations for primary student affairs.Maintains a variety of files and records (e.g. student records, databases, disability verification documents) for the purpose of documenting activities, providing written reports, and complying with mandated requirements.Participates in a variety of meetings (e.g. workshops, seminars, conferences) for the purpose of conveying and gathering information regarding a wide variety of subjects required to carry out necessary student affairs.Performs a variety of student case load processes (e.g. assessment of program eligibility issues with potential students, maintaining records for documenting individual progress, developing and monitoring student outcomes data, follow-up activities) for the purpose of addressing student service needs.Presents information on a variety of topics related to student affairs responsibilities and refers to counselors as appropriate (e.g. overviews of programs/services, policies and procedures) for the purpose of providing general information, training others, implementing actions, and assisting students in preparation of formal counseling sessions.Provides program intake and orientation services (e.g. counseling, admissions, financial aid/EOPS, vocational, basic skills, and transfer programs) for the purpose of providing services within established timeframes and in compliance with related requirements, and assisting students in preparing for formal counseling sessions.Researches a wide variety of topics (e.g. policies, regulations, current practices, financial resources, student affairs) for the purpose of assisting with the development of new programs/services, ensuring program compliance with established requirements, securing general information, and responding to requests.Other Functions:Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit.Minimum Qualifications

Skills, Knowledge and Abilities

SKILLS

are required to perform multiple, technical tasks with a need to occasionally upgrade skills in order to meet changing job conditions. Specific skill-based competencies required to satisfactorily perform the functions of the job include: operating standard office equipment including utilizing pertinent software applications; reading and interpreting statistical summaries; planning and managing projects and programs; developing effective working relationships; preparing and maintaining accurate records; optimal communication skills across a variety of modalities; maintenance and use of online informational databases; and developing outreach with students, personnel, and community.

KNOWLEDGE

is required to perform basic math, including calculations using fractions, percents, and/or ratios; read technical information, compose a variety of documents, and/or facilitate group discussions; and analyze situations to define issues and draw conclusions. Specific knowledge-based competencies required to satisfactorily perform the functions of the job include: pertinent laws, codes, policies, and/or regulations, personnel processes, and standard business practices, statistics, operations, procedures, specific rules, and precedents of student affairs at California Community Colleges; practices and activities in a student affairs program; advising college on placement and orientation processes; and composing a variety of documents.

ABILITY

is required to schedule a number of activities, meetings, and/or events; often gather, collate, and/or classify data; and consider a number of factors when using equipment. Flexibility is required to work with others in a wide variety of circumstances; work with data utilizing defined but different processes; and operate equipment using standardized methods. Ability is also required to work with a diversity of individuals and/or groups; work with data of varied types and/or purposes; and utilize a variety of job-related equipment. Problem-solving is required to identify issues and create action plans. Problem solving with data frequently requires independent interpretation of guidelines; and problem solving with equipment is moderate. Specific ability-based competencies required to satisfactorily perform the functions of the job include: establishing and maintaining effective working relationships; meeting deadlines and schedules; setting priorities; working with multiple projects, frequent interruptions, and changing work priorities; working with detailed information/data and maintaining accurate records; maintaining confidentiality; solving problems; creating attractive and effective student activities; advising students; public speaking; facilitating group discussions; and demonstrated sensitivity to an understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic background of community college students.

Responsibility:

Responsibilities include: working under limited supervision using standardized practices and/or methods; leading, guiding, and/or coordinating others; operating within a defined budget. Utilization of resources from other work units is often required to perform the job's functions. There is some opportunity to impact the organization's services.

Work Environment:

The usual and customary methods of performing the job's functions require the following physical demands: occasional lifting, carrying, pushing, and/or pulling, and significant fine finger dexterity. Generally, the job requires 60% sitting, 20% walking, and 20% standing. The job is performed in a generally hazard-free environment and in a clean atmosphere.

Experience:

Three (3) years of job-related experience with increasing levels of responsibility.

Education:

Bachelor's degree in a job-related area.

Equivalency:

Community college and/or vocational school degree with study in a job-related area and five (5) years of job-related experience with increasing levels of responsibility.

Certificates and Licenses:

Valid CA Driver's License & Evidence of Insurability.

Continuing Education / Training:

Maintains Certificates and/or Licenses.

Clearances:

Criminal Background Clearance, Tuberculosis Clearance.

Title 8, USC, Section 1324-A requires verification of eligibility for employment in the United States.

Desirable Qualifications:

Knowledge of working within Basic Needs Resource Centers in Community Colleges and/or higher education systems.
