Receives assignments in the form of objectives and determines how to use resources to meet schedules and goals. Reviews and approves recommendations for functional programs. Provides guidance to subordinates to achieve goals in accordance with established policies. Erroneous decisions or failure to achieve goals results in additional costs and personnel, and delays in schedules.

Under the general direction of the Director, UCSF Financial Services, the Payroll Operations Manager is primarily responsible for payroll reporting, pay cycle operations, and customer service with the Payroll Unit. These responsibilities extend to the development and implementation of systems and process improvement projects to advance the accuracy, efficiency, and effectiveness of the Payroll Unit. The Payroll Operations Manager also provides payroll subject matter expertise and project management on cross-department collaborations with UCPath, campus and Medical Center administrative units, such as Human Resources, Labor/Employee Relations, Benefits, Budget, ITS Mainframe, Program Management Office, and Dean's Offices.

This position is accountable for compliance with the Board of Regents, UC's, UCSF's, and Federal and State regulatory agencies' policies, directives, and regulations.

Provides overall leadership and manages major functions through intermediate supervisors to ensure effective delivery of services and compliance with regulations, collective bargaining agreements, system-wide policies, Health and Welfare Programs and alignment with campus goals. The Payroll Operations Manager supports the Payroll Director with daily operations, long range planning and provides direction to direct reports.

Department Description

The UCSF Controller's organization delivers full accounting services and related systems for faculty, staff and students, UCSF Foundation, all University departments, and any outside entities who have a business relationship with the University. Services provided include General Ledger, Capital and Cash Accounting, Payroll, Student Loan Billing and Collections, Sponsored Research Accounting, and a Customer Service Center. The office uses sophisticated technology to account and report on UCSF financial activity. The candidate should have a firm understanding of payroll accounting systems in a large and complex environment.

Payroll Services is a major unit of the Controller's Office. The Controller's office utilizes various systems to collect, disburse and report on funds. The payroll unit provides payroll collection and management for approximately 300 departments, as well as time and attendance and pay processing, systems management, payroll tax and accounting services. The primary function includes the facilitation of timely payments to approximately 35,000 employees per month. The Payroll Operation unit within Payroll is responsible for ensuring employees are paid on time and accurately with our third-party vendor UCPath, matrix's reporting, overpayment reporting, and payroll analysis.

Required Qualifications

Bachelor's degree in a related area or four years of relevant experience.Three or more years of Payroll experience working in a leadership role in a large diversified and complex finance focused environment, requiring motivating and managing a diverse group of people towards a common goal.Thorough knowledge of all payroll functions and regulatory compliance requirements.Strong skills using campus financial systems, common desktop / web applications, and payroll reporting software.Ability to communicate verbally and in writing, complex accounting information in a clear and concise manner.Excellent interpersonal skills and ability to work effectively across the organization.Thorough interpersonal skills and ability to work effectively across the organization at all levels.Ability to research, gather and integrate information from a variety of sources and recommend reasonable alternatives.

Preferred Qualifications

Experience with PeopleSoft Finance and HCMCPP License
