Receives assignments in the form of objectives and determines how to use resources to meet schedules and goals. Reviews and approves recommendations for functional programs. Provides guidance to subordinates to achieve goals in accordance with established policies. Erroneous decisions or failure to achieve goals results in additional costs and personnel, and delays in schedules.

Under the general direction of the Director, UCSF Financial Services, the Payroll Operations Manager is primarily responsible for payroll reporting, pay cycle operations, and customer service with the Payroll Unit. These responsibilities extend to the development and implementation of systems and process improvement projects to advance the accuracy, efficiency, and effectiveness of the Payroll Unit. The Payroll Operations Manager also provides payroll subject matter expertise and project management on cross-department collaborations with UCPath, campus and Medical Center administrative units, such as Human Resources, Labor/Employee Relations, Benefits, Budget, ITS Mainframe, Program Management Office, and Dean's Offices.

This position is accountable for compliance with the Board of Regents, UC's, UCSF's, and Federal and State regulatory agencies' policies, directives, and regulations. Provides overall leadership and manages major functions through intermediate supervisors to ensure effective delivery of services and compliance with regulations, collective bargaining agreements, system-wide policies, Health and Welfare Programs and alignment with campus goals. The Payroll Operations Manager supports the Payroll Director with daily operations, long range planning and provides direction to direct reports.
