Our business model focuses on integrity, loyalty, and trust.POSITION OVERVIEWThe Advanced Framework for Simulation, Integration, and Modeling (AFSIM) is an innovative, open-source military simulation framework used extensively by the U.S. Department of Defense (DoD) and related communities. Managed by the U.S. Air Force Research Laboratory (AFRL), AFSIM supports scenario creation, analytical work, and virtual wargaming, benefiting from a collaborative user community across the military, government, industry, academia, and international partners. To enhance AFSIM's growth, the Department of the Air Force (DAF) is establishing a Model Management Office (MMO).In this cutting-edge new MMO the Business Analyst shall advise or assist the MMO to manage budgets, monitor costs, and provide financial or business analysis in support of program planning, budgeting, and execution activitiesESSENTIAL JOB FUNCTIONPlanning and BudgetingAdvise or assist the MMO in budget development and tracking of execution plans at the program and organizational levelsMaintain complete budgets and financial/accounting status for active contracts and coordinate, track, reconcile, and report of available funding, funding requirements, commitments, obligations, or disbursementsDevelop financial forecasts or projections to support long-term planning and decision-making.Acquisition SupportDraft, prepare, and review requirements and funding documents to ensure compliance with applicable financial regulation, law, and policyCoordinate receipt and disbursement of funding from external sources through mechanisms such as Military Interdepartmental Purchase Request (MIPR) or Purchase Request (PR)Initiate funding obligations and actions across multiple appropriations required to sustain contracted activitiesCost EstimationAdvise or assist the MMO to develop cost estimates in support of Agile, software-intensive projects or programsEstimates may include MMO estimates, independent Government cost estimates, or Rough Order of Magnitude (ROM) estimates of project costs through the lifecycle of a software-intensive programApply analytical methods and techniques to assess program, project, or product roadmaps to assist the MMO in the efficient allocation of funding and manpower resourcesCost Monitoring and ControlTrack and analyze costs throughout the program or project lifecycle, ensuring that projected costs align with budgets and identifying any potential financial risks that may impact schedule and performanceUse project management, financial tracking, or forecasting systems mandated by organizational regulation, policy, or conventionIn coordination with the MMO, the contractor shall monitor the execution of obligation plans and/or spend plans at the program or organizational levelsReporting Advise or assist the MMO in the preparation of reports, briefings, or other documentation required to communicate progress, plans, or issues for financial or programmatic reviewsRisk AssessmentAdvise or assist the MMO (and CO for a given acquisition activity) in the identification and mitigation of acquisition-related risksRisks may include impact to schedule, cost, quality, or scope requiring action on the part of the MMO or its funding sponsorsQualificationsMINIMUM QUALIFICATIONSEducation and ExperienceBachelor's degree in Business Administration, Finance, Accounting, Business Administration, or a related field5+ years of experience in financial analysis, budget management, or business analysis within a government or military environmentSkills and CompetenciesFinancial management: Strong knowledge of budget development, cost estimation, and financial forecastingAnalytical skills: Proficiency in applying analytical methods to assess financial data and project costsCompliance knowledge: Familiarity with applicable financial regulations, laws, and policiesCommunication skills: Ability to prepare detailed reports, briefings, and documentation for financial reviewsProject management: Experience in using financial tracking and project management systemsTechnical ProficiencyProficiency in financial management software and tools used in government settingsCompetence with Microsoft Office Suite, especially Excel for financial analysisAdditional RequirementsActive Top Secret ClearanceUS CitizenDESIRED QUALIFICATIONSCertified Government Financial Manager (CGFM) or Certified Defense Financial Manager (CDFM) certifications are highly desirable.Master's degree in Finance, Business Administration, or a related fieldFamiliarity with systems like the Military Interdepartmental Purchase Request (MIPR) and Purchase Request (PR)Experience with cost estimation for Agile, software-intensive projects.Skills in identifying and mitigating financial risksApplicants selected may be subject to a U.S. Government security investigation and must meet eligibility requirements for access to classified information.STI-TEC is an equal opportunity employer and values diversity.
