Job Title: DMSS Operations DirectorFLSA Status: Full Time - exemptReports to: DM CoordinatorSchedule: FT/E, Monday-Friday Standard Office HoursSupervises: Culinary Director, Distribution Center, Procurement andAdministrative SpecialistRate of Pay: $100,000-110,000/yearClosing Date: 5/25/2024Benefits: Standard; Full-Time, Exempt employees are eligible for but notlimited to the following:Health, vision, dental, life as well as voluntary life and disabilityinsuranceSick leave benefit - 1 day per month, 12 sick days per year (accrual andavailability begins at hire)Vacation benefit - 20 vacation days per year, accrued at the rate of .0769hours for each hour worked (accrual begins at hire but may not be used untilthe completion of six months of employment)One floating day off for use (accrued immediately, and again annually,but may not be used until the completion of the initial three-monthintroductory period of employment)Pension Plan (after one year of continuous service)Voluntary Tax-Deferred Annuity Plan (403(b)plan)FunctionUnder the direction of the Denver Metro Coordinator (DMC), the DenverMetro Social Services Operations and Finance Administrator (DOFA) overseesthe fiscal management operations of DMSS by managing the operations offinances. The DOFA works to enhance the quality of DMSS programming. The DOFAensures department budgets and contracts are monitored, analyzed, and inalignment with approved budgets. The role will have a particular focus on thefinance, personnel, and logistics functions within the department andworks closely with the DMSS team, the Divisional Finance Department, theDivisional Human Resources Department, and Divisional Headquartersdepartment heads, particularly Finance and Human Resources.Duties and ResponsibilitiesProviding administrative leadership and support for requirements of DMSS.Complying with TSA policies and procedures and local/federal agencies.Submitting or delegating TSA Program Council items; coordinating andinternally tracking and processing grants and contracts through their approvalprocess.Leading and managing team: hiring, training, developing staff goals,providing feedback and conducting one-on-one meetings, and conductinginitial and annual performance evaluations.Managing safe workplaces risk assessment and HR-related matters. This includesperformance management, training, and managing / investigatingconflict, as needed. Working to implement and reinforce policies andprocedures to ensure a safe and productive work environment.Supervising employees, including big picture and task supervision ofsupervisees.Conducting and auditing needs assessments to reinforce current policies andstandardize adherence to policies across DMSS locations.Ensuring strong fiscal management of department.Provide oversight of spending for overtime including timesheet management.Perform other assignments/duties as assigned.Finance FunctionsDeveloping/managing/tracking department contracts and budget to ensuretimely management; developing real-time projections inclusive of contractspend-downs to ensure full contract utilization and program budgets.Systematically communicating projections and analysis to DMSS leadership team.Advising and guiding program directors in budget management including annualbudget development, ongoing budget analysis, and modifications.Integrating new or modified contract budgets into existing program budgetsincluding staffing allocations and all direct expenses, ensures all DMSSbudgets are current and approved.Providing recommendations for annual budget needs to the DMSSD for DMSSprograms.Supporting DMSS leadership in the development of contract budgets to ensurecontracts are maximized to their fullest potential.Ensuring DMSS department wide contract compliance in financial areas includingprocurement, expenditures, time tracking, etc This may includetraining, review and overseeing policies and procedures, auditing, andmonitoring programs in conjunction with quality assurance requirements.Working with the Divisional Finance Department to ensure accurate funderinvoicing, follow-up of funder outstanding payables, maximizingreimbursement of denied items.Providing guidance and department procedures to DMSS leadership regardingcontracted financial requirements and TSA financial procedures.Managing internal financial projects supporting DMSS programs.Submitting all required documents to TSAMM system.Recommending corporate credit card approvals to DM Coordinator.Logistics FunctionsSupervision and oversight to the DMSS Culinary Director and central kitchen,DMSS Distribution Center Director and distribution center program, ensuringthe smooth logistical coordination across DMSS programs.Training FunctionsThe Salvation Army Driver TrainingProtecting the Mission TrainingPathway of Hope TrainingCompliance TrainingFinance and HR Required Training and compliance with training content.Qualifications, Skills, and Education RequirementsMaster's Degree (required) in Business Management or related field orfour years of work experience in the field of business management and/orbusiness administration.CPA or CMA certification preferred.Experience with accounting software systems, integrated database...
