The Maricopa Community Colleges District Office is looking for a Senior Human Resources Analyst to join our award-winning Benefits team! This opportunity will play a pivotal role in managing and enhancing the quality of our employee benefits programs, overseeing our health and welfare plans, among other related benefits, and ensure they continue to meet the highest standards. This position calls for a deep understanding of benefits administration, a keen eye for compliance with federal and state regulations, and excellent communication skills to engage effectively with employees and vendors.

Essential Functions
30% - Employee Support: Provide expert guidance and support to employees regarding benefits options, claims, and enrollment processes adhering to applicable laws, policies, plan documents, schedule of benefits and processes. Conduct benefits orientations and open enrollment meetings virtual and in-person. Maintain customer service standards through email, phone, and chat communication methods.
20% - Data Analysis and Reporting: Analyze benefits data and human capital data to evaluate plan performance and payroll transactions, identify trends and anomalies, and make recommendations for improvements. Generate, and manage standard and large-scale or complex projects, and prepare detailed reports with summary of data for management. Works with HRIS for technology optimization (e.g. Human Capital Management (HCM).
20% - Process Improvement: Evaluate, identify and recommend opportunities to streamline benefits processes, implement best practices, author and edit communication collateral and enhance the employee experience.
10% - Compliance: Ensure all benefits programs comply with federal and state regulations, including NON-ERISA, COBRA, HIPAA, ACA, and IRS related to taxable income and deductions, policies and standards. Performing quality reviews to ensure carriers met all service level agreements and performance guarantees. Verify transactions and documentation for accuracy. Conduct regular audits on benefits plans and programs. Securely maintain documentation.
10% - Vendor Management: Manage relationships with benefits vendors and brokers, ensuring service level agreements are met and resolving any issues. Perform other duties as assigned.
10% - Plan Design and Strategy: Collaborate with HR leadership to provide insight and feedback on the implementation of competitive benefits packages that align with organizational goals and budget, Manage anticipated outcomes utilizing change methodology and socialization strategies.
Minimum Qualifications
Bachelor's Degree from a regionally accredited institution in human resources or related field and four (4) years of advanced professional level human resources experience in employment benefits, which includes experience in the administration and implementation of human resources programs and policies.
OR
Associate's Degree from a regionally accredited institution in human resources or related field and six (6) years of advanced professional level human resources experience in employment benefits, which includes experience in the administration and implementation of human resources programs and policies.
OR
High School Diploma or G.E.D. and eight (8) years of advanced professional-level human resources experience in employment benefits, which includes experience in the administration and implementation of human resources programs and policies.
Desired QualificationsFive (5) or more years of progressive experience in HR BenefitsThree (3) years of experience generating proposals and data reportsTwo (2) or more of years using a Benefits Administrator such as Automated Data Processing for Health and Welfare benefitsAbility to manage competing projects and priorities effectively as demonstrated through work experience described in application materialsEvidence of a "People Matter: People First" approach to customer service as demonstrated through work experience described in application materialsHuman Resources certification such as PHR, SPHR, SHRM-CP, SHRM-SCP, CCP, or CBP
