POSITION OVERVIEW:
Medical Director of Inpatient Behavioral Health (BH)
services is a physician leader for the hospital, inpatient and consult liaison (CL) services. They work in partnership with their operational, dyad partners, the Operational Director of Inpatient BH and manager of Psychiatric Assessment Team (PAT), to ensure quality care and safety of inpatient BH and CL clinical services. As the clinical lead, they are expected to work with all hospital departments in support of inpatient BH and CL clinical quality, which includes Patient Safety and Risk Management, Quality Improvement, Compliance, Quality Management (regulation and accreditation) and other relevant departments. The Medical Director of Inpatient BH will provide other system-based support for inpatient clinical care by working with St Charles Health System (SCHS) EHR support, pharmacy and data services as patient care and the health system requires. Administrative duties would include supporting Operational Director of inpatient BH and PAT in his/her primary roles, including the provision of administrative duties; capital planning and allocation; revenue management; operating expense management; hospital staffing; operations performance reporting; and management of supply chain and support systems services. This position reports primarily to the BH leadership dyad of Clinical Division Director and Senior Director of Operations for BH as well CMO of Bend and Hospital systems.
DEPARTMENTAL SUMMARY:
Inpatient Behavioral Health provides care for patients with mental health disorders. The department includes two accredited psychiatric units, located in Bend. One unit, Sage View, is a separate 15 bed unit located adjacent to the hospital and the other unit, Psychiatric Emergency Services (PES), is a five (5) bed unit off the emergency department. Inpatient Behavioral Health also provides consult services to the Bend Hospital campus as well as phone consult services to the St. Charles System hospital campuses. The PAT services is consult liaison service providing consultation throughout the St Charles system. This is a mostly masters level clinician staffed service, though we are adding prescriber FTE's to the service, which will also perform part time ECT.
Work schedule:
The Inpatient Psychiatry service runs a four (4) physician model, providing daytime onsite coverage and night call coverage. The Medical Director position will work M-F splitting time between direct patient care/consults and administrative duties. There will be an additional 3 FTE of psychiatry who will work 1 week on and 2 week off schedule, so that M-F there will be 2 physician coverage with single physician coverage on weekends.
Call expectation:
There is no formal clinical call, however, the Medical Director for Inpatient BH services is expected to be available for urgent matters when needed, including after hours. The Medical Director will serve as primary emergency back up for any of the 3 full FTE psychiatrists should a call out occur and arrangements not be made among those 3 providers to cover the missing FTE.

ESSENTIAL FUNCTIONS AND DUTIES:
Clinical Responsibilities:Diagnose and treat disorders within Psychiatrist's chosen specialty:
Manage acute and chronic psychiatric conditions.
Participate patient education and promote patient wellness.
Analyze reports and findings.
Utilize and coordinate both on-site and referral based ancillary services when appropriate.
Order or execute various tests, analyses, and diagnostic images to provide information on patient's condition.
Order, prescribe, and/or recommend drugs and biologicals or other forms of treatment such as ECT, physical therapy, sleep study, or related therapeutic procedures.
Develop and maintain inpatient adult psychiatry service for SCHS.
Practice and role model excellence in the Psychiatry domains of diagnosis, aligning treatment goals to patient values, definitive treatment, supportive care treatment, follow-up care, promote good health and prevent illness.
Educates, counsels, and assists patients and families regarding current health problems, health maintenance activities and preventive behaviors.
Documents reassessment and response to treatment to determine effectiveness of plan of care.
Practice of medicine within the scope of license, training and credentialing. Cooperate with other SCHS physicians and caregivers to insure optimal patient care.

npatient Psychiatric Center Medical Director Duties:
Quality and Safety
Supports the development of medical or behavioral health policy and procedure as necessary for SV/PES/PAT.
Improve quality, safety and value of the care of psychiatric inpatients
Improve collaboration between the medical staff and St. Charles Hospitals' administration
Provide support of medical staff leadership to transmit quality, safety, and value (efficiency, financial data) to the licensed professionals, physicians and advanced practice professionals of Sage View Psychiatric Center
Support the quality and safety goals of St. Charles Healthcare System and its hospitals
Support a pathway for case review in the M and M process of the Department and Section meetings, including review of cases as directed by the CMO or medical staff departmental chair, or PPEC chair.
Help coordinate and manage complex patient care with community and state resources
Experience
Improve patient experience during hospitalization and remove recurrent barriers to excellent post-discharge care.
Delivery
Create a collegial relationship with all members of the community impacting the management of behavioral health care in central Oregon.
Hold regular check ins with Sage View leadership, the operational Director of inpatient BH and section chief of inpatient
Reduce barriers to achievement of efficient hospital flow
Support the DBH in outreach/marketing of BH services at Bend, including coordination with federal, state or county entities as needed.
When practical, support the CMO in creating similar management and outcomes of BH services at all hospital locations
People
Consults with and mentors attending psychiatrist(s)
Provides clinical supervision and second opinions for SV/PES/PAT
Check in regularly with Sage View and internal partners or peer departments and report to BH division leadership and CMO in regard to concerns and successes.
Support the CMO, President of the medical staff, Chair of PPEC, Chairs of the BH Department and Medicine Section in the counseling and monitoring of BH medical staff members, as requested.
Work to support nursing teams and medical staff in creating a respectful and high care quality environment, using rounding and initiatives such as TeamSTEPPS.
Ensure that medical staff members know and follow hospital policies.
Affordability
Attend monthly meetings with the Director for St. Charles Behavioral Health Service (DBH) to create strategy and tactics to improve the quality, safety and value of the BH care provided at St. Charles
General Administrative
Create measurable goals for the medical directorship in coordination with the administrative partners, appropriate division or section leaders, and the CMO, annually, which support improved collaboration between medical staff and administration in medical di-rector's area of work.
Attend the regularly scheduled Medical Directors' meetings at least 4 of 6 times, annually.
Regularly attend of BH Medical and Nursing Staff meetings, attend 75% of Bend Medicine Section Committee meetings and 50% of the Bend General Medical Staff meetings. Note that these meetings qualify for reimbursement as a medical director only if the attendance is specific to the duties of the medical director (e.g., as described herein regarding quality and safety or M and M presentations) and not when attending as a "regular" medical staff member.
Attend all medical staff meetings relevant to the SV/PES/PAT and its relationship to the St. Charles Bend medical staff relationships
Provide a conduit for policy management including fostering input from the medical staff and communicating approved policies to the medical staff

EDUCATION
Required:
Graduation from an accredited medical school.
Successful completion of an accredited residency program in Physician's chosen specialty (ies).
Successful completion of additional educational programs necessary to enable Physician to acquire and maintain privileges to perform the range of services contemplated. This includes board eligibility/certification in the specialty being practiced.
Complete annual fire/safety, etc. education in-services as required.
Attend mandatory educational offerings as described in SCHS policies/procedures and/or as required by other regulatory bodies.
Complete annual CME as required to maintain license and appropriate Board certification.
Complete in a timely manner assigned Computer Based Learning modules.
LICENSURE/CERTIFICATION/REGISTRATION
Required:
Oregon license as MD/DO
Board certified by the American Board of Psychiatry and Neurology
Valid driver's license and the ability to meet SCHS driving requirements.
Maintain unrestricted DEA number.
Maintain unrestricted ability to participate in Medicare / Medicaid, or other federal or state governmental health care programs.
