Cloudburst has a growing portfolio of state and local clients who need assistance with basic federal grants management, as well as support with strategic planning, project implementation, and technical assistance for CDBG and HOME programs. We're looking for someone who:Is motivated to help local governments and states strategically and effectively manage CDBG and HOME programs.Has a passion and interest in building knowledge, capacity, and relationships with local government clients.Is experienced with HOME and CDBG uses and regulatory requirements for a wide variety of eligible activitiesEnjoys coordinating multiple projects across diverse teams.Expected Compensation Range:

$55,000 to $75,000This position will provide project and program technical assistance to support the successful planning and use of federal funds. It will require flexibility, self-motivation, and the willingness to work and collaborate in remote settings. Specific responsibilities include but are not limited to:Providing technical assistance to local jurisdictions and states to support the use of HOME and CDBG funds.Working with local jurisdictions to develop program guidelines, policies, and procedures.Advising local jurisdictions on program administration and management, including ConPlans, Action Plans, CAPERs, IDIS, project eligibility, subrecipient management and oversight, and monitoring.Provide training and capacity building for new and inexperienced CDBG or HOME grants managersRequirementsBachelor's degree in a related field, advanced training, or equivalent experience and at least four years of related experience

or

a Master's degree in a related field with at least two years of related experience with managing CDBG or HOME programs.Knowledge of CDBG or HOME program management including activity eligibility, program administration, and program best practices.Knowledge of cross-cutting regulations such as uniform guidance, uniform relocation, environmental review, labor standards, and fair housing.Working knowledge with program planning requirements: Consolidated Plans, Annual Action Plans, and CAPERs.Working knowledge of HUD planning and reporting systems including E-Con Planning Suite and IDIS.Working knowledge of HUD CPD formula grant programs: CDBG, HOME, HOME-ARP, CDBG-CV, and other CPD grant program knowledge a plus.Ability to prioritize concurrent tasks while working under strict deadlines in a fast-paced environment.Exemplary interpersonal skills and ability to work on remote and in-person teams.Willingness to learn new skills and programs.Excellent oral and written communication.Proficiency in Microsoft Office (Word, Excel, PowerPoint, Teams, SharePoint), Google Apps (Gmail, Chat, Meet, Drive, Docs, Sheets, Slides), other remote collaboration and communication tools (Dropbox and Zoom)Value Add CompetencyCultural competency and experience working with Spanish-speaking peopleCompany InformationThe Cloudburst Group (Cloudburst) is a mission-driven Women-Owned Small Business whose staff strivesto create impact, empower communities, and build resiliency.
