Performs project management of multiple complex airside and landside facilities improvement projects including planning, environmental, design, construction, and other public works. This role will also work strategically with Airport leadership to define potential asset improvement projects.

As a senior project manager, assists Director with development of capital improvement project, prioritization of facility needs to Airport leadership, and communication with other departments to define objectives, budgets and timelines of vertical and horizontal multi-discipline projects.Coordinates with various departments to determine project scope, gathers and prepares information regarding design, specification, materials, equipment, deliverables, estimated budget and timeline to achieve completion of modernization, rehabilitation and/or new construction projects.Administers contracts for project development work, as well as participating in the selection process. Recommends approval of the work to Director and Airport leadership.Oversees teams of consultants and contractors for public works projects. Manages and directs projects from conception to completion.Coordinates with stakeholders, consultants and contractors in the administration of construction contracts and conducts periodic on-site progress to ensure contract compliance; monitors project budget and schedules; ensures appropriate actions are implemented to achieve successful project completion and/or grant compliance.Communicates with internal and external stakeholders on proposed and existing projects; meets with groups, technical committees and public agencies to introduce and discuss project plan, generates support and encourages participation by sharing project goals and purposes.Performs other duties as assigned.Education/Experience:A Bachelor's degree from an accredited college or university with a major in planning, architecture, engineering, construction or related field of study with course work in the principles and practices of architectural/engineering design is required;A minimum of twelve years of responsible employment in design and construction project management and budgeting.A combination of education and experience may be considered in meeting the requirements of this position.Previous experience managing FAA projects at a commercial service airport preferred.Applicants must possess a valid driver's license, free of serious or frequent traffic violations.

Knowledge:General and governmental facilities management principles, program methodologies, and procedures; capital program procedures and practices with special emphasis on building and facilities construction methods; federal, state, and local laws, ordinances and code as they relate to all requirements of the job.Project management methods and practices for planning, budgeting, scheduling, monitoring performance and evaluating results.Conceptual airport design; preparation of design drawings and renderings; facility space planning, programming and design; and building condition assessments.

Skill/Ability:Deliver excellent internal and external customer service.Generate preliminary design documents and interpret construction documents.Understand and interpret plans, sketches, blueprints, oral, and written instructions.Compile and maintain financial records, reports and various other forms of pertinent information in an organized and professional manner as mandated by regulations.Prepare clear, concise, and comprehensive written reports and provide explanations which require displaying and presenting plans and drawings, graphics, spreadsheets, and other communication methods to audiences of varying familiarity.Effectively communicate both verbally and in writing, including the preparation of contracts, schedules, expenditures, and project reports.Maintain productive relationships with managers, co-workers, consultants and contractors; and engage in problem-solving, team building and partnerships to accomplish the overall objectives of the department and Airport leadership.Maintain confidentiality and handle sensitive information appropriately.Perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines and changing priorities.Prioritize a variety of tasks with little supervision and use good judgment.Able to quickly learn and retain concepts that may be unfamiliar.Be of good moral character and able to adhere to professional ethical standards of conduct as a public employee working in the public administration and operation of airports.

Physical Requirements:Requires the ability to occasionally lift, carry, push and pull objects up to 30 pounds.Job functions require sitting and standing for extended periods; walking intermittently; and also involve stooping, kneeling, bending, lifting, carrying, and reaching occasionally.Extensive wrist and hand movements required for frequent keyboarding and use of office equipment.Ability to read fine print on plans and detect shades of color.Ability to communicate verbally, in person, and by telephone.Ability to continuously exchange information through listening and talking with customers, coworkers, and other individuals required.Ability to be walk over rough terrain.The physical demands described here are representative of those that must be met by an individual to successfully perform the essential functions of this job. WORKING CONDITIONS, TRAVEL, ENVIRONMENT AND POTENTIAL HAZARDS:Work is conducted primarily in an office setting, but includes regular visits to facilities and construction project locations. This position involves frequent attendance at internal and public meetings, including some that are conducted outside of regular work schedule, to include irregular hours.
