Business Development Lead

Position Summary:

The Business Development Lead will report directly to the Vice President of Business Development, and will collaborate with the Engineering and Technical Services (ETS) line of business to support business growth for Life Cycle Engineering (LCE) with an emphasis on the Naval Surface Warfare Center, Philadelphia Division (NSWCPD) and other Navy markets. The Business Development Lead will be responsible for pipeline development, identifying and leading growth opportunities, proposal writing support, and developing and growing relationships with a wide range of stakeholders. The ideal candidate will have a solid background in technical proposal writing and is looking to expand their skillset into business development and capture activities. This position can be mostly remote with ability to be on site in Philadelphia on a regular basis.

Must be a US citizen with the ability to obtain/maintain a DoD security clearanceEssential Functions and Responsibilities:

Identify, research, evaluate, and qualify new opportunities for inclusion in the ETS pipelineWork opportunities through the steps of LCE's Shipley-based Client/capture process including gate reviews and bid/no-bid milestones, where we validate technical capability, industry alignment/fit, customer knowledge and engagement, and strong solution and teaming strategyAssist ETS stakeholders in preparing for pipeline reviews and gate review/bid decisions, which includes collaborating on opportunity assessment, capture planning, proposal planning, and proposal development for specific opportunitiesMaintain pipeline opportunity status, pipeline hygiene, and supporting data using Microsoft CRM as a pipeline management and document management toolSupport RFI/Sources Sought responses by assisting in strategy sessions, content development, writing, and reviewGather information from SMEs and help write technical proposal content, Sources Sought/RFI responses, and data call responsesEngage with Government stakeholders, industry partners, technical SMEs, and LCE operations leads to determine and validate critical opportunity information, customer pain points, gap analysis, competitive assessments, and win strategyMonitor and attend industry events and conferences as part of market and opportunity assessment and capture activitiesCollaborate with the rest of the business development team, operations, and corporate stakeholdersRequired Education, Skills, and Experience:

Bachelor's Degree in Business, Communications, or Technical related discipline, or equivalent experienceMinimum of 3 years of experience supporting Federal business development and proposal activities, with preference given to candidates with Navy-specific experience. Experience and/or established relationships with NAVSEA and/or Naval Surface Warfare Centers (NSWCs) is a plusWorking knowledge of Federal procurement lifecycle and experience with Federal capture/Client process to run an opportunity from identification to proposal submissionRelevant experience working with technical SMEs with the ability to discuss, understand, and write to technical capabilities (e.g. engineering, logistics, HM&E, etc.) at a high levelDemonstrated skill in writing technical and non-technical proposal/pre-proposal content. This includes writing original text from scratch as well as finding, analyzing, and repurposing content from LCE's boilerplate so that it exceeds solicitation requirementsAbility to establish professional and personal relationships with all position stakeholders (Government, industry, and LCE teammates); a person of high character and humility that easily establishes credibility equally with people in senior/executive roles, SMEs, front line employees, and Federal customersStrong proficiency in Microsoft CRM (or similar), SharePoint, Govwin, SAM.gov, and Microsoft Office (Word, Excel, and Power Point)Flexibility to respond to rapidly changing business conditions and priorities; must be able to manage to, and meet, tight deadlines across multiple opportunities/bidsExceptional verbal and written communication skillsPhysical Demands and Expectations:

Regular physical activity to include walking, climbing stairs, bending, stooping, reaching, lifting (up to 30 pounds), and standing; occasional prolonged sittingAbility to speak, read, hear and write, with or without assistanceAbility to use phone and computer systemsUp to 20% travel may be required
