Facility Design Engineer (TOPM)Clearance:

Able to obtain a Tier 1 Clearance to obtain a CACOutcomes:Formally track all tasks, to include: assigned by, suspense, status, and comments on all assigned tasks through completion and be prepared to brief upon request.Develop digital transition files on procedures to include workflows and POC lists to accomplish all tasks.Create 2-3 products beyond the client’s requirements that positively impact the client to either increase efficiency, effectiveness, or innovation.Master position tasks within 60 days and exceed requirements within 90 days.Responsibilities:The Facilities Design Engineer (TOPM) shall provide contractor team leadership and non-personal engineering support for Facilities Sustainment Restoration & Modernization (FSRM) and Military Construction (MILCON), Project Planning & Program Development, Engineering/Requirement Definition and the Planning & Execution of In-House Facilities Projects. The contractor will provide Assistance Services (AS) to 21 Civil Engineer Squadron (CES) in the execution of this program. Specific responsibilities include but are not limited to:Serve as the Task Order Onsite Project Manager responsible for cost, performance, schedule, work-loading, reporting, and quality of deliverables of the team.Provide assistance and technical support in the identification, development, and preparation of FSRM, Non Appropriated Funds (NAF), customer-funded programs, and SPerform all required Enterprise Business System (EBS) data entry for assigned projects, as required.The contractor will conduct NEXBEN IT, Comprehensive Planning Platform (CPP), and SMS data entry, data quality assurance & data quality control in support of 21 CES.Work with customers to define project requirements, prepare cost estimates, draft DD Form 1391s and other components of the acquisition package for government approval and submission.The contractor will be expected to program 2-3 projects per month. Coordinate with other governmental personnel, as necessary, to define project requirements, ensure compliance with Federal, State, and Air/Space Force regulations.The contractor will follow all applicable laws and Air/Space Force Instructions when categorizing project work.The contractor will determine the MILCON Facility Replacement Cost for a facility in accordance with AFI 32-1032, as required.The Contractor will assess applicable cost basis and investigate applicable recent, relevant project data that could serve to improve the fidelity of the cost estimate.The contractor will complete requirements in accordance with AFCEC business rules/policies. These rules/policies will be provided after award.Qualifications:Bachelor’s degree in engineering or architecture.At least 5 years’ experience as a facility design engineer or construction project manager; or a minimum of 5 years’ experience in DoD project programming and development of programming documents (e.g. DD Forms 1391).Relevant experience includes but is not limited to a comprehensive knowledge of engineering principles and analytical techniques to support complex engineering assignments relating to civil engineering disciplines (mechanical, civil electrical, and architecture) and the ability to follow established project-related procedures and complete established project milestones.The following qualifications are desired:Experience leading small teams.Intermediate to advanced MS Office Suite skills.Experience writing project documentation and completing cost estimates.Travel:
