GENERAL SUMMARYUnder minimal supervision of the Assistant Director of the IT PMO, the Technical Project Specialist is responsible for the coordination of project management activities, resources, equipment and information for all technical projects. The Technical Project Specialist may also be responsible for helping solve organizational information technology problems in order to provide technical solutions and process improvement initiatives by studying business functions and protocols, gathering and documenting information, evaluating output requirements and formats, designing modifications, and recommending controls by identifying problems, risks and inefficiencies of technical systems, including processes and procedures. The projects managed by this position may be large in scope and highly technical in nature, supporting technology and compliance efforts company-wide.

FOUR DIAMOND SERVICE AGREEMENTAll Team Members will display a Four Diamond commitment to Customer Service through the delivery and maintenance of the Quality Standards established by Pechanga Resort Casino (PRC).

KEY RESPONSIBILITIESCreate and manage technical project plans, including overseeing project timelines in a project management tool, confirming all tasks are assigned correctly, and ensuring implemented solutions meet business needs and requirements.Ensure all technical projects are implemented accurately, and all tasks are updated and completed by the expected due date.Assess project risks and issues; provide solutions where applicable.Responsible for scheduling project meetings with all business stakeholders, project assigned resources, IT management and third-party vendors.Provide project updates including delays or issues including meeting minutes on all technical projects to IT management.Create test scripts when appropriate for technical projects in preparation for user acceptance and quality assurance testing.Identify and composite critical information from meetings with various stakeholders, and perform requirements analysis as needed.Effectively document and communicate innovative plans to cross-functional team members, stakeholders, and management.Participate in meetings and make presentations to staff, executive team, and committees as needed.Work closely with the business users, technical teams, and leadership.Perform user acceptance testing, as needed.

ACCOUNTABILITY:

This position has no supervisory responsibilities.

QUALIFICATIONS AND GUIDELINESEXPERIENCE/TRAINING/EDUCATION:• Bachelor's degree from a four-year college or university is preferred; degree from related field is a plus• Minimum of five (5) years’ experience required in technical project coordination, and a minimum of seven (7) years of progressive IT related experience required.• Equivalent combination of education and progressive, relevant and direct experience may be considered in lieu of minimum educational/experience requirements indicated above.COMMUNICATION SKILLS:

This position requires the ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. This position also requires the ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. The ability to effectively present information to top management, public groups, and/or boards of directors is required as well.MATHEMATICAL SKILLS:

This position requires the ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. This position also requires the ability to apply concepts of basic algebra and geometry.REASONING ABILITY:

This position requires the ability to define problems, collect data, establish facts, and draw valid conclusions. This position also requires the ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.CERTIFICATES, LICENSES, REGISTRATIONS:• Ability to obtain and maintain a class “A” gaming license from the Pechanga Gaming Commission• Possess and maintain a valid driving license with an acceptable driving record as defined by the Tribe’s insurance carrier.• Project Management Professional (PMP) is a plus.SKILLS/ABILITIES:• Must be highly proficient in MS Project, MS Office, and MS Visio• Understanding the use of Agile and Scrum project management methodologies is a plus• Strong problem-solving abilities and leadership skills necessary• Ability to work under stressful situations• Knowledge of IT control frameworks• Knowledge of IT trends and tools• Thorough understanding of business processes• Ability to utilize sophisticated project management tools, such as Gantt charts, PERT charts, OBS, RBS and WBS• Ability to learn new software systems and technology quick and effectivelyOTHER QUALIFICATIONS:• Professional demeanorADDITIONAL INFORMATION:• Must be flexible and willing to work nights, weekends and holidays.
