General PurposeProvide regulatory, legislative, and project management support including for the Integrated Resource Plan (IRP) and associated stakeholder and regulatory processes, active regulatory dockets supporting commercial and resource acquisitions, and legislative activities impacting modeling and planning inputs and assumptions.ResponsibilitiesDraft comments and contribute to testimony and other regulatory filings in the IRP dockets and other related rulemakings and legislative activities.Coordinate and respond to discovery requests from state commissions and stakeholders.Oversee regulatory deadlines and maintain a regulatory schedule for state and federal requirements and meetings impacting the IRP and other regulatory findings.Develop an IRP project plan with the project scope and objectives, major activities, and timelines for completion.Oversee and maintain the IRP project plan and monitor progress against the plan. Communicate with the Director regarding project status.Contribute to the development of the IRP document.Serve as the IRP and regulatory subject matter expert for the department.Develop other regulatory filing project plans with the project scope and objectives, major activities, and timelines for completion.Oversee and maintain other regulatory filing project plan and monitor progress against the plans. Communicate with the Director regarding project status.Contribute to the development of other regulatory filing documents.Responsible for regulatory interface, developing regulatory strategy and representation of the company in regulatory proceedings.Perform analysis as needed supporting commercial resource acquisition and valuation, development of the annual integrated resource plan, and associated studies.Prepare and develop tables, figures, and charts supporting analysis.Oversee stakeholder public input meeting logistics, issues tracking, and distribution of materials for the IRP and other regulatory processes.Maintain the IRP and CEIP mailboxes, distribution lists, and track and respond to stakeholder feedback forms.Create training documents and train new and existing staff on best practices, processes, and procedures.RequirementsBachelor's degree in Business Administration, Finance, Economics, or a related field; or the equivalent combination of education and experience.A minimum of seven years' experience performing analytical, planning, or project management work in the utility industry or a related field.Knowledge of regulatory rules, policies, procedures, and practices.Strong analysis, assessment, and planning skills to determine recommendations or plans of action.Ability to prioritize multiple tasks and meet deadlines.Strong oral and written communication and interpersonal skills including the ability to consult with internal and external stakeholders regarding matters/issues which may be sensitive in nature.Project management experience.Ability to work with all levels of an organization including people with different styles and backgrounds; ability to work as a member of a team and ability to present alternatives and recommendations.Proficient with the use of personal computers including spreadsheet, database, word processing, and presentation applications.PreferencesDemonstrated experience organizing and writing large technical documents and project plans.Knowledge of integrated resource planning principles and IRP regulatory obligations.Knowledge of PacifiCorp's resources, transmission system, stakeholders, and/or regulatory environment.Knowledge of power system economics.Experience working in a regulated environment.
