The Deputy Program Support Manager (DPSM) is responsible for excellent and compliant contract performance at the location assigned. This person will be responsible for the quality of deliverables and ensuring that performance requirements are upheld during contract performance. The DPSM shall liaise with CLIENT staff and have full authority to act on behalf of the Contractor within the scope of operations at the location, including personnel management and hire/fire authority.
Essential Functions, Responsibilities & Duties may include, but are not limited to:Oversee all operations at the assigned location and ensure excellent performance that meets all requirements and standardsResponsible for Daily Reporting and with input from the Government Management staff, the DPSM assigns Contractor personnel to specific work areas in order to accommodate fluctuating workloadsEnsures that each Contractor employee signs an acknowledgement of the Passport Internal Controls and a Standards of Conduct within 1-day after employment and ensures Contractors adhere to internal controls, the Privacy Act, and personally identifiable information (PII) standardsHire and manage a technically proficient and professionally capable staff throughout the life of the contractProvide timely deliverables and performance related data to the Government in order to allow adequate monitoring, oversight, and performance measurement of support servicesConduct continuous improvement activities to realize improved service delivery capabilities and performancePromote innovation, efficiency, and effectivenessResolve problems with minimal disruption to the activities being performed under the contract.Respond rapidly to additional operational support requests and provide the appropriate levels of qualified staffParticipate in conference calls and digital video conferences with CLIENT and other U.S. Government agenciesMay be requested to provide formal and informal briefings to visitors or at off-site conferencesSupport USG in ongoing studies and evaluationsEnsure satisfactory conformance with contract provisions and performance metricsRequirements
Ability to prepare management, business, technical, and personnel reports, reviews and documents for internal and external useKnowledge and expertise in personnel managementExcellent oral and written communication skillsAdvanced understanding of MS office applications (Excel, Word, Outlook, and PowerPoint)Ability to prioritize workload for large teams and possess excellent organizational skillsAbility to interpret and apply regulatory materialCapable of performing duties of any Records Support AssociateMust be bonded if performing cashier closeout functionsBachelor's DegreeWork Experience, Knowledge, Skills & Abilities:
Six (6) years of progressive management experience in a high volume production or office environment, including;Three (3) years managing a team the size and scope of the Headquarter assigned, including;Three (3) years managing seasonal/temporary work force, including;Three (3) years of experience utilizing a variety of office software, specifically: MS Word, MS Power Point, MS Excel, and MS Outlook.
Working Environment & Conditions
This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress.
The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
