Responsible for performing highly complex technical work in the development, installation, programming, upgrade, maintenance, security and support of the Supervisory Control and Data Acquisition (SCADA) system, which consists of servers, network, Remote Telemetry Units (RTUs), and Programmable Logic Controllers (PLCs).

The SCADA controls, monitor, collects and records process variables, events and alarms from water and wastewater facilities including remote well sites, pump stations, lift stations, and reclaimed facilities.

The Industrial Programmer is responsible for the overall SCADA system for the Water and Wastewater Departments, and also oversees the maintenance, operation and troubleshooting of these Facilities Security System (includes field cameras, cyber key systems, electronic badge systems, and security servers).

The omission of specific duties does not exclude them from the position.Install, and program, SCADA/Security and instrumentation equipment at water/wastewater treatment plants, groundwater wells, and lift stations; design and integrate facilities; plan future improvements; and work with staff and outside vendors to improve the functionality of field operations.Responsible for maintaining and improving the function of the overall SCADA /Security system (SCADA system includes PLCs, Human-Machine Interface (HMI) and related equipment such as data historian and reporting systems) (Security system includes servers, cameras, and access control systems); administers passwords and system access; plans and implements software refinements; oversees SCADA/Security archiving and reporting.Assist with preparing cost estimates, and maintaining budgets, and contracts for consultants.Responds to operator questions and concerns regarding SCADA.Works as a liaison between water, wastewater, reclaimed, and collections crews.Assists in training operators on functions and features of the SCADA system.Responds to industrial control systems and SCADA programming trouble calls 24/7.Must be familiar, understands, and responsible for the Utilities Operations Cybersecurity implementation per industry best practice.Ability to communicate effectively both orally and in writing.Performs other duties as assigned.

Additional Duties

:In the event of an emergency, all employees are considered essential personnel and may be required to perform alternate duties.Completion of Associate's Degree in either the Electronic - Electrical or IT field and five (5) years related experience required, or equivalent combination of education and experience.Extensive (5) years of experience in the installation, maintenance, calibration, configuration, programming and troubleshooting of SCADA network including PLC programming.A comparable amount of education, training, or experience may be substituted for the minimum qualifications.Essential FunctionPerformance ExpectationsAssist with preparing and maintaining cost estimates, budgets, and contracts for consultants.You will be expected to schedule quarterly meetings with the Technology Coordinator to review upcoming and current budgets.Responds to operator questions and concerns regarding SCADA.Must respond to all work orders within a 48-hr period.Assists in training operators on functions and features of the SCADA system.You will be expected to perform at a minimum (1) SCADA programming training course for internal staff annually.Works as a liaison between water, wastewater, and collections crews.You will be required to send monthly updates (email or in person) to each section water, wastewater, and collections.

Must be competent and knowledgeable in programming Motorola and Allen Bradley PLCs along with HMI Systems.Must be familiar with AVEVA System PlatformMust possess and maintain a valid Florida driver’s license.Knowledge of Microsoft and Oracle/Industrial SQL servers.Knowledge of the principles and theory of electronics and electrical systems.Knowledge of the standard tools, materials, methods and practices of the electronic trade.Knowledge of occupational hazards and safety precautions of the electronic and electrical trade.Must be able to learn new concepts quickly and resolve complex technical problems effectively.Ability to recognize, diagnose and correct water, wastewater, reclaimed, and wastewater collection process system’s operating problems and recommend solutions to realize efficiencies.All employees must attend Seminole County Required Trainings.Department Specific trainings per position may be required.
