MMSD is seeking qualified candidates for the position of Staff Attorney in the Legal Services Division. Reporting to the Director of Legal Services, you assist in the conduct of MMSD legal affairs; represent MMSD in legal matters; provide counsel and guidance to the Commission, Executive Director, and staff; and aid in the development and implementation of new strategies as directed and in accordance with MMSD policies and procedures. You also ensure compliance with local, state, and federal law and protect the MMSD's interests in transactions and disputes.Essential Duties and Responsibilities:Ensure MMSD knowledge of and support compliance with all applicable environmental laws, regulations, and permits.Guarantee compliant and efficient procurement of professional services, equipment, and construction projects by maintaining knowledge of all applicable requirements and procedures, drafting contracts or other documents, and assisting in resolution of disputes, including bid protests to award of MMSD construction contracts.Negotiate Intergovernmental Agreements, real estate documents, and further instruments with other municipalities, railroads, and private parties.Back up Senior Staff Attorney and Director of Legal Services in all local government areas, including governance, open records and open meetings, labor and employment, real estate, and other matters.Special projects as assigned.Qualifications:Graduation from an American Bar Association accredited law school.Four to five years of relevant law practice, related internships/clerkships with positive recommendations, or environmental science work experience.Membership in the State Bar of Wisconsin within 6 months of hire.Experience working in government or with environmental issues.Work experience involving production of excellent written product.Strong written and verbal communication skills.Experience in presentation and public speaking skills.Successful completion of two semesters of college chemistry is preferred.Supplemental Information:NOTE
