Our work maximizes results through the use of cutting-edge technologies and innovation, organizational development, and evidence-based decision-making.POSITION SUMMARY AND PURPOSEQ2 Impact is seeking a Mid-level Performance Monitoring/Indicator Specialist for providing monitoring and evaluation services in support of Department of State (DOS) Bureau of Western Hemisphere Affairs Office of Policy Planning and Coordination’s (WHA/PPC) foreign assistance program. The Performance Monitoring/Indicator Specialist, under the supervision of the Chief of the Strategy and Resources Unit and the Performance Management Officer within WHA/PPC, will be responsible for implementing the monitoring, evaluation, and learning activities within WHA/PPC and will provide expertise on methodology and best practices as well as data quality, assessment, analysis, and tracking. The Performance Monitoring/Indicator Specialist will contribute to efforts to improve program design and oversight of foreign assistance programs and projects that promote democracy, governance, and civil society strengthening; with the goal of producing timely, relevant, and reliable data and assessments related to the progress and quality of project implementation and the achievement of targeted results.RESPONSIBILITIESPreparing a draft work plan (WP) under the direction and supervision of the WHA/PPC Performance Management Officer.Building on objectives outlined within the SOW, assessing priorities based on data and performance monitoring requirements, and listing proposed activities and deliverables to achieve WHA/PPC’s goals to improve indicator design and progress tracking.Keeping the work plan up to date on a weekly basis and submitting updates as requested by WHA/PPC.Developing a monitoring and evaluation logic framework related to our foreign assistance programs under the direction and supervision of the Performance Management Officer.Developing a plan to implement an effective data gathering process and collection system for program and project indicators, definitions, baselines, targets, and results reporting.Contribute to defining standard M&E products and ensuring that all M&E design is consistent with the Evidence Act and 18 FAM 300.Develop and administer standardized M&E products consistent with DoS definitions and in consultation with the Team Lead and client.Support client staff with developing theories of change, results frameworks, appropriate metrics, indicators, and data collection forms/surveys.Assess training needs of the client with regard to MEL in foreign assistance implementation, design and deliver professional development and technical training, and evaluate and improve training.Write or contribute to programmatic and technical reports and other deliverables.Support Project Officers to manage project activities as required.Support other project management work as required.Minimum QualificationsMust be a US citizen.Bachelor’s degree in Economics, Statistics, International Affairs, Latin American Studies, Political Science, Sociology, Social Sciences, or other relevant fields – Master’s degree preferred.Minimum of five (5) years related professional experience within monitoring and evaluation, program management, or other related fields.At least three (3) years of experience designing, analyzing, monitoring, and evaluating international development/foreign assistance projects for the USG (preferably the Department of State and/or USAID).Demonstrated knowledge of current social science, evaluation and analytical tools, quantitative and qualitative methods, and data quality standards and methodologies required.Experience extracting and assessing the quality of secondary/administrative data.Working knowledge of Department of State, USAID, or other agencies’ foreign assistance programs and monitoring, evaluation and learning (MEL) guidance and policy.Strong analytical skills, organizational skills, detail-oriented, and timeliness of performance.Demonstrated ability to coordinate with multiple stakeholders for data collection, data verification, reporting and dissemination.Demonstrated ability to work independently on projects and issues within overall policy guidelines.Demonstrated experience in data analysis and data visualization.Excellent writing, communications and data management skills, and attention to detail.Demonstrated excellent interpersonal skills and a record of working collaboratively at all levels in a workplace environment, especially in advancing collaborative relationships.Demonstrated proficiency with Microsoft software (e.g. Word, Power Point, Teams, SharePoint), including advanced proficiency in Microsoft Excel.Willingness to undertake field visits and interact with the different stakeholders. Occasional short-term international travel may be required.Ability to obtain a Secret Clearance; preference will be given to personnel with currently active clearance.PREFERRED QUALIFICATIONSMaster’s degree in a related field.Working proficiency in Spanish.Experience working in the Latin America and Caribbean region.Demonstrated MEL experience in the areas of democracy or economic development.Experience building capacity of staff and partner organizations in MEL.Ability to use Power BI and Google Analytics.Ability to traveling to countries throughout Latin America and the Caribbean, as well as within the United States.SALARY RANGE:
