Look no further, we are hiring for a talented Manager, Government & Commercial Contracts team member to join our Columbia, MD site location.The Manager, Government Contracts will be an integral part of Kindeva's health security products team. This role will require collaborating with internal stakeholders and partnering with government defense and health agencies to contract for critical medical countermeasures. Competitive candidates will have, among other things, experience managing the full lifecycle of contracts, a customer-focused mentality, excellent communication skills, and strong business acumen.ROLE RESPONSIBILITIESBuild and manage strategic relationships with key U.S. and international partners including:U.S. DoD’s Joint Program Executive Office for Chemical, Biological, Radiological and Nuclear Defense (JPEO-CBRND)Army Contracting Command – Aberdeen Proving Ground (APG)Defense Logistics Agency (DLA)US Department of Human Health and Services’s (HHS) Office of the Assistant Secretary for Preparedness and Response (ASPR); Biomedical Advanced Research and Development Authority (BARDA); and Centers for Disease Control and Prevention (CDC)International Ministries of Defense and Health (e.g. Public Health Agency of Canada, Canadian Department of National Defence, and similar national and multi-national agencies worldwide)Lead proposal preparation and negotiation efforts for development and supply agreements (U.S. and international) and manage day-to-day contractual relationships including:Negotiate and manage the lifecycle of government and commercial contracts including confidentiality, teaming, distribution, contract design/manufacturing, licensing, and supply agreementsMonitor and maintain compliance with contract obligations and procurement regulations (FAR, DFARS, etc).Anticipate and manage contract changesResolve disputes and contractual issues effectively and efficientlyCoordinate and work with senior MMT leaders across multiple functions including Operations, Biomedical Technology, Regulatory, Global Trade Control, Quality, Marketing, and Legal.QUALIFICATIONSBachelor’s degree with 7+ years of relevant experience orMaster’s degree with 5+ years of relevant contracts experience. Prior experience within the pharmaceutical marketplace preferred.Expertise in U.S. federal procurement regulations (FAR / DFARS) and across various contract types (CPFF/AF/IF, FFP, IDIQ, VA FSS) required. Experience with international and U.S. state and local government procurements preferred.Prior experience managing the full lifecycle of Government (required) and commercial (preferred) contracts. (e.g. Proposal development, negotiation, execution, change management, closeout)Experience working with USG agencies including HHS, BARDA, CDC, JPEO-CBRND, and ACC-APG preferred.Strong project management, coordination skills across large groups of cross-functional teams.
