Job Title: Director of Community DevelopmentDepartment: Community DevelopmentSalary: Range: $68,432 to $96,677Hours: Full TimeLocation: Bel Aire City HallReports to: City managerSupervisory Responsibilities: YesPurpose of the PositionThe Director of Community Development deals directly with the public, developers, contractors, and City staff and is directly responsible for the planning, organizing, staffing, and coordination of the City’s community development activities. In this position the employee must demonstrate a thorough knowledge of general community development principles including, but not limited to: planning, zoning regulations, subdivision regulations, site plan review standards, building codes, property maintenance codes and nuisance codes. This position may act as the Building Official, Zoning Administrator and/or Subdivision Administrator.Key Responsibilities & Duties· Responsible for all aspects of the operation of the Community Development Department, including, but not limited to: planning, zoning, subdivision, site plan review, and building/construction permitting and inspection.· Provides Staff support to various boards, committees, and commissions, including but not limited to: City Council, Planning Commission, Board of Zoning Appeals, Site Plan Review Committee, and Board of Building Code Appeals.· Implements recommendations from the Comprehensive Plan and other planning studies.· Performs regular analysis and research and provides written and oral interpretations of the Comprehensive Plan, Zoning Regulations, Subdivision Regulations, Site Plan Review Standards, and the Building and Construction Codes.· Oversees the review, amendment, adoption, and enforcement of the Zoning and Subdivision Regulations, Site Plan Review Standards, Comprehensive Plan, and other related community planning activities.· Oversees the enforcement of the City’s building and nuisance codes, the Americans with Disabilities Act, and other ordinances pertaining to construction and building trades.· Oversees the review and issuance of zoning permits, building permits, occupancy certificates, and contractor licenses.· Performs other related duties as deemed necessary or assigned.Experience & EducationExperienceRequired five years’ experience in urban planning, public administration, landscape architecture, or related field and one (1) year of supervisory or lead experience, two (2) years of supervisory experience is preferred.EducationRequired bachelor’s degree in Planning, Engineering, Public administration, or related field.Preferred master’s degree in Planning, Engineering, Public Administration, or related field.Preferred American Institute of Certified Planners (AICP) certification.Knowledge, Skills, & Abilities· Communicate effectively both verbally and in writing.· Establish and maintain effective working relationships with colleagues.· Prioritize daily work assignments and perform daily duties in an efficient manner.· Knowledge of Microsoft Office Products.· Working knowledge of computers, electronic data processing, and modern office practices and procedures.· Ability to multitask and work independently with drive and initiative.· Ability to engage with the public in a respectful and courteous manner.· Knowledge of physical design, the way in which cities function, and the principles and practices of urban planning.· Knowledge of municipal budgeting and capital improvement planning/financing.· Knowledge of the legal foundation for land use and subdivision regulations.· Knowledge of building and nuisance codes.· Knowledge of economic development principles and concepts.· Skill in using logic and reasoning to identify strengths and weaknesses of alternative solutions, conclusions, and approaches to problems.· Ability to solve problems using a balance of technical competence, creativity, and research.Physical Demands & Work EnvironmentThe work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.Must be able to drive, and physically examine worksites.
