As the lead agency in the HUD-funded Los Angeles Continuum of Care, we coordinate and manage over $800 million annually in federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness.Under the direction of the Associate Director of Funding & Allocations, the Manager of Allocation Management will provide support to LAHSA in the management, administration, planning, and development of funding for programs and services, designed to end homelessness in Los Angeles County. This position will support the Funding & Allocations Department, LAHSA, its funders and subrecipients with oversight of LAHSA’s processes for:Collaborate closely with LAHSA’s Systems & Planning, Equity, and Finance departments, as well as funders, system partners, and stakeholders to establish annual and multi-year funding plansDevelop, implement, manage, and oversee equitable, ethical, and effective policies, procedures, methodologies, and practices for allocating LAHSA’s $800,000,000+ annual budgetDevelop, implement, manage, and oversee equitable, ethical, and effective policies, procedures, methodologies, and practices for reallocation and reprogrammingDevelop and implement funding strategies to reverse racial disparities in homelessnessEnsure that LAHSA’s public funders are informed about, and aligned with, LAHSA’s allocation methodologyCollaborate closely with LAHSA’s programs departments to ensure allocations are strategically invested to scale the system and achieve maximum performanceManage and oversee the allocation of funding to LAHSA programs through collaboration with LAHSA’s programs and finance departmentsManage and oversee the obligation of funding to LAHSA vendors and subrecipients through collaboration with LAHSA’s programs, contracts, and finance departmentsManage and oversee the tracking, monitoring, and evaluation of funding allocation and utilization through collaboration with programs and finance departments.Prepare, submit, and present reports on programmatic and financial outcomes to LAHSA funders, Commission, and committees.Oversee, and assist with, the preparation and completion of analyses, forecasts, and modeling in support of various planning activities and initiatives (including budgets and budgeting), in support of LAHSA, the Los Angeles Coordinated Entry System, and Los Angeles CoCAdhere to policies and procedures to ensure alignment with federal and state regulations, local ordinances and LAHSA directivesOther duties and special projects as assignedCommitment to racial equity and LAHSA’s core valuesMission drivenAbility to think strategically, anticipate future consequences and trends, and adjust course accordinglyKnowledgeable in Federal Statutes and Regulations, such as HEARTH ACT, HUD Emergency Solution Grant, HUD Continuum of Care, HUD Community Development Block Grant, DPSS CalWORKs Housing Support Program, John H.
