TheLos Angeles Homeless Services Authority (LAHSA) is seeking torecruit a new Chief Program Officer (CPO) located in Los Angeles,CA.About LAHSAIn December of 1993, theLos Angeles County Board of Supervisors, the Los Angeles mayor andCity Council created the Los Angeles Homeless Services Authority(LAHSA) as an independent, joint powers authority. LAHSA is the leadagency in the Los Angeles Continuum of Care, which is the regionalplanning body that coordinates housing and services for homelessfamilies and individuals in Los Angeles County. LAHSA coordinatesand manages over $800 million annually in federal, state, county,and city funds for programs that provide shelter, housing, andservices to people experiencing homelessness. LASHSA hasapproximately 800 professional staff working to serve the mission ofthe organization.Through LAHSA, funding,program design, outcomes assessment, and technical assistance areprovided to more than 100 nonprofit partner agencies that assistpeople experiencing homelessness achieve independence and stabilityin housing. LAHSA’s partner agencies provide a continuum of programsranging from outreach, access centers, emergency shelters, safehavens, transitional, interim, and permanent housing, andprevention, along with the necessary supportive services designed toprovide the tools and skills necessary to attain a stable housingenvironment. Additionally, LAHSA partners with both the city andcounty of Los Angeles to integrate services and housingopportunities to ensure wide distribution of service and housingoptions throughout the Los Angeles Continuum of Care.LAHSA is guided by Dr. VaLecia Adams Kellum. When Dr. Adams Kellum became CEO in late March2023, the first thing she noticed was they had the right goal –reduce unsheltered homelessness – and a dedicated workforce thatsuccessfully housed thousands of people every year. Last year, LAHSAannounced an internal reorganization that would drive the rehousingsystem’s strategic vision of reducing unsheltered homelessness. Dr.Adams Kellum reimagined and narrowed the agency’s focus around fivekey strategic areas of focus:Addressing the Emergency.Improving Rehousing System Efficiency.LAHSA’s Purpose, Accountability, and Transparency.Contracting and Grant Management.Equity.LAHSA has accomplishedmany key strategic goals, including:Serving as a critical partner in Mayor Bass’ Inside Safe programby directly supporting contracting that sheltered over 1,300people from 19 encampments during the Mayor’s first six monthsin office.Collaborating with CEO/Homeless Initiative and Board ofSupervisors to launch County’s response to State of Emergency,including the County’s encampment resolution plan, PathwayHome.Launched LAHSA’s new Multi-Departmental Crisis Response Team.LAHSA’s reimagined Winter Shelter Program served six times morepeople than the previous winter.Housing fairs were held for nearly 500 Inside Safeparticipants.Decreased the time to lease-up permanent supportive housing by75%, from 120 days to 45 - 60 days.LAHSA streamlined and expedited its contracting process.Executed 80% of new and renewal service provider contracts forfiscal year 2023- 2024 by June 30th.Implemented innovative process of utilizing long-term flexibleresources as working capital funds to expedite payment toproviders.To counteract the effects of years of systemic racism, LAHSAcreated the Ad-Hoc Committee on Diversity, Equity, andInclusion. The Committee will dive deeper into the causes ofhomelessness for various subpopulations and develop equitablepractices to end homelessness for our unsheltered neighbors ofcolor.About the Position: Chief Program OfficerReporting to the CEO ofLAHSA, the Chief Program Officer (CPO) will lead all programmaticoperations and will have the following responsibilities:Lead LAHSA’sprogrammatic operations, which includes:Deliverables to optimize the LA region’s homeless systemperformance and $700 million in City, County and Federalfunding commitments.Supervision of the organization’s performance managementprocess.Manage LAHSA’s programmatic directors overseeing the followingdepartments:Access and Engagement, Interim Housing, Permanent Housing,Funding and Allocations, and Systems & Planning.Ensure programmatic strategic alignment throughout allorganizational levels.Identifyprogrammatic opportunities and priorities:Coordinate program development with the LAHSA Commission,federal, State, County and City partners, communityproviders and people with lived experience.Analyze service performance on the program, community, andsystem level.Utilize service delivery outcomes and data to drive programdevelopment.Incorporate program/policy work into funder agreements,procurement, and contracting processes.Professional Qualifications andKey Personal Attributes:

The candidate shoulddemonstrate a passion for breaking new ground to lead social change.Beyond that, LAHSA is seeking a candidate that has proven managementexperience within a complex organization and a demonstrated abilityto lead and build the competencies of a motivated and diverse team.Professional Qualifications:The successful candidatewill have management experience within a large public sector, ornon-profit organization.
