As the lead agency in the HUD-funded Los Angeles Continuum of Care, we coordinate and manage over $800 million annually in federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness.

Job SummaryThe Chief Executive Strategist will support the executive leadership team by providing high-level analytical and strategic support for key projects and initiatives within the homeless services system. This role involves conducting in-depth research, data analysis, reporting, and project management to drive informed decision-making and enhance the effectiveness of homelessness interventions. This is a part-time role at 29 maximum hours weekly.

Essential Job Functions

The functions listed below are intended to describe the general nature and level of work being performed and are not to be interpreted as an exhaustive list of responsibilities.

Responsibilities:Reporting to the Chief Executive Officer of LAHSA, the Chief Executive Strategist will have the following responsibilities:

Project Management:

Lead and manage executive-level projects from inception to completion, ensuring alignment with organizational goals and timelines.

Develop project plans, timelines, and deliverables, and monitor progress to ensure successful outcomes.

Coordinate with internal and external stakeholders to gather input, provide updates, and address any issues that arise.

Data Analysis and Reporting:

Conduct comprehensive data analysis to support strategic planning and decision-making.

Prepare detailed reports, presentations, and dashboards to communicate findings and recommendations to the executive team.

Utilize data to identify trends, gaps, and opportunities for improvement within the homeless services system.

Research and Policy Analysis:

Conduct research on best practices, emerging trends, and policy developments related to homelessness and housing.

Analyze the impact of local, state, and federal policies on homelessness services and provide recommendations for advocacy and action.

Prepare policy briefs, white papers, and other documents to inform and support the organization’s strategic initiatives.

Stakeholder Engagement:

Collaborate with government agencies, non-profit organizations, community groups, and other stakeholders to advance project goals.

Represent the organization in meetings, working groups, and public forums to advocate for effective homelessness solutions.

Build and maintain strong relationships with key partners to facilitate collaboration and resource sharing.

Strategic Planning Support:

Assist the executive team in developing and implementing strategic plans and initiatives.

Provide analytical support for the development of organizational goals, objectives, and performance metrics.

Monitor and evaluate the effectiveness of strategic initiatives and recommend adjustments as needed.

Team Leadership and Development:

Provide guidance and mentorship to junior analysts and other team members.

Foster a collaborative and inclusive team environment that encourages innovation and continuous improvement.

Support professional development and capacity building within the team.

Experience with project management methodologies and tools.

Knowledge of homelessness issues, policies, and best practices.

Mission driven, with a strong commitment to Housing First principles.

Ability to think strategically, anticipate future consequences and trends and adjust course accordingly.

Knowledge of Los Angeles’ political environment.

Knowledge of the LA CoC HMIS.

Knowledge of Federal, State, and Local funding regulations and best practice guidelines for rehousing programs.

Excellent people skills, specifically customer service skills and a capacity for collaboration and interpersonal relationships.

Strong public speaking skills and comfort testifying at public hearings.

Strong organizational skills with a strong attention to detail.

Training & Experience

Education:

Master’s degree preferred; advanced degree related to the position is highly desired.

Experience:

Minimum of 5 years of senior-level experience related to the position. Must have extensive experience developing and managing large grant portfolios. Extensive experience working with public funding sources, ideally with public funding sources to address homelessness. Any combination of extensive and applicable work experience and educational credentials to perform the above duties successfully will be considered.
