The New York Independent System Operator (NYISO) manages the efficient flow of electricity on more than 11,000 circuit-miles of high-voltage transmission lines, dispatching power from hundreds of generating units across the state.

The NYISO's Operations department invites applications for a full-time Scheduling Engineer to join our Scheduling team.

The Scheduling Engineer is responsible for all aspects of transmission and generation facility outage coordination functions at the NYISO. The development of a working knowledge of the high voltage electric transmission system and various software applications which support the Day Ahead and Real Time Marketplaces is required. This individual will develop and perform engineering studies and analysis to determine the reliable and efficient coordination of generation and transmission facility outage requests in accordance with corporate procedures, market rules and operational practice. The scheduling engineer will be required to utilize study mode power system analysis functions including operational power flow simulation and security evaluation tools to determine scheduling conflicts, interface limits, and authorize equipment outage requests from market participants.

ESSENTIAL DUTIES and RESPONSIBILITIES

Perform engineering studies and analyses to determine transmission outage request conflicts including:

Analysis of stuck circuit breaker contingenciesOutage coordination minimizing congestion / market impactLoad flow analysisDevelop system limitsDevelop procedures and software tools to study outage scenariosStudy of multiple concurrent transmission and generation outagesIdentify scheduled outage conflicts and conduct supporting analysis

Develop and enhance generating capacity resource report on a day ahead, week ahead and yearly basis to ensure sufficient capacity resources are available to meet forecasted load requirements.Identify and coordinate system transfer restrictions for consistency between the day-ahead and real-time markets.Develop proficiency with numerous sources of NYISO power system and market data systems to improve modeling of system conditions and accurately predict the impact of outages on the market and power systems. These sources include PI oracle/Access databases, spreadsheets, HTML files, XML and various flat data files.Acquire, develop and maintain software tools used in outage scheduling coordination process including databases, spreadsheets and reports posted to the corporate website.Coordinate external interface transfer capabilities with neighboring control areas under normal system conditions and in response to transmission/generation outages affecting the NYISO transmission system.Support the preparation of daily and annual reports that are used to track generator outage schedules and ensure NYISO short term reliability criteria are maintained.Provide engineering analysis to support outage scheduling decision making process.Provide network model validation for CIM equipment changes including identifying outage records and topology changes impacted by equipment modifications.Prepare evidence required to meet audit and NERC Reliability Standards.Support Stakeholder Services staff in responding to customer inquiries.Participate on internal project teams to implement new software reporting and analysis tools.Perform unit acceptance testing of software enhancements to verify functionality of software design and interaction with other day ahead and real time software.Participate in regional working groups such as NPCC and serve as NYISO company representative.Provide engineering expertise on scheduling and outages to other departments within NYISO.In an emergency situation, may assist with SchedulerPreparing information on generator maintenance and transmission outages for FERC and PSC required fillings.Assist with preparing evidence required to meet audit and NERC Reliability Standards.Qualifications include:

Bachelor's degree (BS) in Electrical Engineering and coursework in power systems, electrical engineering, power system components (generation and transmission equipment, concepts, and principles), mathematical modeling of power system components required; Master's degree (MS) in Electrical Engineering desired.Three to five years of experience in power system engineering, unit commitment operation, operations or related discipline; working knowledge of state estimator programs desired; or equivalent combination of education, training and experience.ADDITIONAL REQUIREMENTS

Ability to read, analyze and interpret technical business periodicals, professional journals, technical procedures or government regulations. Ability to write engineering study and other technical reports, business correspondence and procedure manuals. Ability to prepare and deliver effective presentations to and respond to questions from, internal and Market Participant working groups, Professional Societies and the general public.Ability to comprehend and apply principles of advanced calculus, modern algebra and advanced statistical theory.Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems. Ability to deal with nonverbal symbolism (formulas, scientific equations, graphs, etc.) in its most difficult phases. Ability to deal with a variety of abstract and concrete variables.Intermediate competency in Windows operating environment using MS Office (including Access, PowerPoint, spreadsheet, database, scripting/visual basic automation, report generation) applications, e-mail and internet programs. Proficiency in UNIX environment useful. Proficiency in the use of advanced Power Flow applications software (such as PSS/e or PSLF) is desirable.

Salary Range

$76,200-$127,200 USD
