The Medical Treatment Facility Division (MTFD) is the lead organization within the Military Health System (MHS) for the centralized coordination and management of medical education and training.The management of military medical treatment facilities (MTF) education and training by this office will support MTF Commanders in identifying and maintaining required medical personnel certifications. As such, the MTFD will contribute significantly to the improvement of medical readiness, survivability, quality of care, and patient safety within the MHS.

The MTFD oversees the training operations of nine (9) Medical Centers, 36 Hospitals, 525 clinics and 138 dental facilities. Additionally, the MTFD is responsible for ensuring policies, plans, systems, and support is in place to support the Force Generating training, Joint Commission, OSHA, National Life Support Requirements and other requirements as determined by the Director, J7. The MTFD supports the Directorate through development of course curriculum, oversight of Learning Management Systems, and tracking and reporting of training. The MTFD delivers key decisions

on enterprise-wide issues, policy development, and delineate Defense Health Agency-wide E&T programs. In addition, the division collaborates with other Federal Government Agencies, institutions, and universities, consistent with E&T missions to support MHS and Combatant Commanders (CCMD) medical readiness.

The Koniag team will provide consulting and administrative Support services to the MTFD. This includes analyst support for the MTFD office and clerical support for the nine Networks, program management, facilitation, meeting coordination, and support, process improvement and Network support to include information management,

correspondence via email and telephone, data entry, report generation, and determining the 2nd/3rd order effects of regulations and procedures. The team will also use the MTFD dashboard to provide pertinent, reportable metrics and data from the MTF and/or Network level to MTFD leadership.

The Senior Medical Training Consultant will be responsible for the performance of the work on the contract to the client and serve as the liaison between the MTFD and Networks and will be responsible for supporting and managing the needs of the MTFD. The Senior Medical Training Consultant will also support and assist in the management and support of daily operations of the office and communicating with the MTFD Chief. Senior Medical Training Consultant be responsible for providing oversight of the Contractor team supporting MTFD to execute activities, including advise and support Network in MTF education and training requirements and data collection.

The Senior Medical Training Consultant will also be responsible to Koniag for the performance of the contract, plus leadership and management of the Koniag team.

Minimum Requirements:5 years' experience with education and training in the military medical system10-15 years' experience as a management consultant and program management experienceOrganizational leadership experienceAn advanced degree in a related fieldAvailable for work at DHHQ between 0800 and 1630 Eastern time Monday thru Friday, except Federal holidays or when the government facility is closed for administrative reasonsAble to transition to remote or hybrid work at the request of the clientStrong understanding of the Defense Health Agency, military culture, and military protocolProficiency with MS Office Products (Word, Excel, PowerPoint, Teams, and SharePoint)Excellent problem-solving and analytical skillsStrong communication and collaboration skillsStrong presentation skillsSelf-starter with good judgement and initiativeMust have the ability to obtain a Public TrustPreferred Requirements:

20+ years' experience with the military medical system, including at the senior and/or policy levelPMP certificationPrevious program management experience in government contractingProcess improvement certifications and experienceOrganizational design and organizational change management experience

Working Environment & Conditions

This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress.

The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
