Job Description

SUMMARY

Oversee and direct payroll procedures within a $1B government contracting company. Responsible for ensuring compliance with relevant laws and tax obligations, supervising the payroll team, and maintaining accurate payroll records. Sr Payroll Manager is responsible for various tasks related to payroll administration. Develop systems to process payroll transactions, coordinate timekeeping systems, oversee payroll changes and system upgrades, ensure compliance with laws and internal policies, supervise and coach payroll staff, liaise with auditors for payroll tax audits, collaborate with HR and accounting teams, maintain accurate records, and resolve payroll-related issues.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Includes the following (Other duties may be assigned):
  • Ensures execution of payroll processing including importing of data from multiple source systems into Oracle ERP/HRIS.
  • Responsible for Deltek Costpoint timekeeping administration.
  • Responsible for developing and executing adequate controls across the payroll processing lifecycle, to include deductions, garnishments, leave balances, and tax in collaboration with HR and accounting.
  • Ensures appropriate transmission of federal withholding and FICA to the IRS including preparing 941 quarterly reports.
  • Oversees preparation of W-2s.
  • Recommends and leads executing process improvements related to payroll processing systems.
  • Collaborates with HR, Finance, IT, Benefits and Compensation to improve processes and tackle payroll related issues.
  • Performs other job-related duties as assigned.

SUPERVISORY/MANAGEMENT AUTHORITY

Supervise/manage a department and have authority over hiring/firing/performance decisions.

EDUCATION AND EXPERIENCE

Bachelor's Degree in accounting, or other related field, and minimum of 10-15 years of payroll experience or an equivalent combination of education and experience. Oracle Fusion Cloud payroll experience preferred. Payroll certifications preferred. Experience with transitioning payroll systems and processes from existing to new platform. Government contracting experience preferred.

KNOWLEDGE, SKILLS, AND ABILITIES
  • Knowledge of Microsoft 365.
  • Knowledge of outsourced payroll components such as tax and garnishments.
  • Knowledge of enterprise-wide payroll systems, including configuration.
  • Knowledge of business and management principles involved in planning, resource allocation, leadership technique, production methods and coordination of people and resources.
  • Knowledge of state and federal payroll and tax laws and the implementation of compliance requirements as it pertains to payroll services.
  • Knowledge of concepts, practices, and procedures in payroll processing.
  • Excellent written and verbal communication skills.
  • Ability to identify alternative solutions, conclusions or approaches to problems.
  • Ability to lead, mentor and advise teams.
  • Ability to build strong interdepartmental relationships.
  • Ability to prioritize work and successfully meet deadlines in a fast-paced environment.

WORK ENVIRONMENT

Work is primarily performed in a climate-controlled office setting.
