Advance in your career while making a real difference in the community you serve.Under administrative direction, directs, manages, supervises, and coordinates the activities and operations of the Stormwater Services Division within the Department of Public Works (DPW). This division is responsible for stormwater infrastructure design, construction and maintenance, environmental assessments and monitoring, Capital Improvement Program management, stormwater infrastructure asset management, stormwater development review, watershed improvement planning efforts, stormwater retrofits, green stormwater infrastructure projects, and stream restoration projects.This position is responsible for managing DPW’s Stormwater Services division and ensuring that the City's stormwater program maintains compliance with all applicable state and federal environmental permits and laws. This includes management of all Municipal Separate Storm Sewer System (MS4) issues, all National Pollutant Discharge Elimination System (NPDES) permitting requirements, and the Total Maximum Daily Load (TMDL) program. In addition, this position works to ensure that the stormwater utility fund is balanced on an annual basis and works with the DPW’s business services team and the City’s Finance Department to maintain a positive cash flow for the utility.Duties/ResponsibilitiesAssists in managing the development and implementation of department goals, objectives, policies, and priorities.Assumes management responsibility for assigned services and activities of the Stormwater Division of the DPW.Assists in directing and coordinating work plans by assigning projects and areas of responsibility.Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures.Oversees and participates in the development and administration of the Stormwater Division operating budget.Manages, directs and schedules complex public works projects and programs.Provides responsible staff assistance to the Director of DPW.Assists in selecting, motivating, and evaluating department staff.Negotiates agreements and contracts with divergent interests.Participates on a variety of boards, commissions, and committees.Represents the department to other City departments, elected officials, and outside agencies.Responds to and resolves difficult and sensitive citizen inquiries and complaints.May perform the duties of the Director of DPW in his or her absence.Performs other duties as assigned or required.Minimum Qualifications & ExperienceBachelor’s degree in civil or environmental engineering, Environmental Sciences, Natural Resources or a directly related field.Nine years of progressively responsible professional engineering and/or construction/project management experience.North Carolina Professional Engineering (PE) registration required within 6 months of hire.Professional experience must include significant management and supervisory experience of technical, professional, and paraprofessional staff.Some assignments may require a valid North Carolina Class C Driver’s License with a satisfactory driving record.Additional Preferred SkillsExperience managing a staff of 20+ in a municipality or county government.Experience managing multiple capital improvement projects.Experience communicating with elected officials regarding public works programs or projects.Experience creating annual operational budgets.Six or more years of experience in stormwater utility management.Benefits11-12 paid holidays per year.12 standard workdays of vacation per year.Medical, dental, vision, and supplemental life insurance plans.State and City retirement plans.Paid temporary disability leave for specified conditions.
