The Stormwater Manager plays a key role in the Engineering department by providing high level management support to the City Engineer, the Public Works Director and Public Works Assistant Director. This position is a critical member of an administrative team committed to providing engineering support to the public, the Road and Drainage District, and other departments in a customer oriented working environment. This position contributes to the success of the administrative team by providing complex administrative and technical support to Public Works, assisting in the development and management of department budgets, and managing a variety of engineering projects or special assignments.

Key Responsibilities:

Organizes, manages, directs and performs the planning, budgeting, engineering, design, right-of-way acquisition, permitting, construction, inspection and related functions for capital and non-capital public works and stormwater projects for the Department of Public Works.Monitors and controls project progress and develops project status cost and schedule reports.Evaluates and recommends improvements to project management procedures, processes, policies and practices including departmental operations and functions attendant to assigned activities and responsibilities.Coordinates, reviews and issues written comments on routine and complex public works and land development improvement projects including construction plans, engineering designs, permits and related documents.Ensures compliance with City ordinances / policies and appropriate State and Federal laws, codes and regulations related to assigned projects and activities.Provides management and engineering advice to staff and consultants concerning City budgets, programs, and both design and construction contracts.Prepares engineering designs, reports, construction plans, and specifications as assigned.Manages the work of consulting engineers and contractors. Prepares requests for proposals and conducts pre-bid and pre-construction meetings. Reviews and issues written comments on contract amendments and change orders.Prepares reports and related project materials for presentation to community groups, City Manager, City Commission, and City Advisory Committees. Makes presentations as necessary and prepares recommendations for action.Assists agencies, consultants, community members, co-workers and other individuals in resolving engineering problems, project management issues, stormwater issues, and general requests for municipal information related to assigned duties and responsibilities.Prepares and controls budgets, estimates and feasibility reports for new or modified program services and infrastructure.Prepares special studies and reports to include project schedules, cost and risk analysis, benefit/cost evaluations, alternative design and construction solutions and related activities.Assists those contacted in the course of duty in a courteous, effective, efficient, and professional manner.Performs temporary assignments external to the Department of Public Works as assigned.Reviews and evaluates private land development proposals relative to project management duties and responsibilities including infrastructure improvements (for stormwater management plans, streets, sidewalks, water, sewer, right-of-way improvements, etc.).Assigns and schedules work assignments; assists in hiring, firing, and disciplining assigned employees.Assists in the engineering and construction of the City's infrastructure and stormwater systems and plans and makes engineering recommendations for specific system expansion projects, process control changes and general system improvements with emphasis on longevity and cost effectiveness.Develops cost-control and cost-reduction methods.Oversees the preparation of all bid specifications, documentation and permits for all construction of stormwater capital improvements.Assists in the preparation of City stormwater ordinances, resolutions, reports and presentations.Ensures compliance with designated time and cost schedules for project completion including site visitations, inspections, and evaluations.Coordinates the City’s Florida Department of Environmental Protection (FDEP) National Pollutant Discharge Elimination System (NPDES) permitted program including annual report preparation.Assist in the City’s Community Rating System (CRS) program.Inspects and performs SWFMWD recertification of permitted stormwater systems.Compiles necessary information for grant applications and coordinates administration of such grants for assigned projects.Exercises professional engineering judgment in accordance with current accepted practices of civil engineering, stormwater management, and other appropriate laws and codes.Performs related professional duties and responsibilities as assigned.

Knowledge, Skills, and Abilities:

Knowledge of pertinent federal, state, and local laws, codes, and regulations for stormwater management including civil engineering laws and regulations.Knowledge of hydraulics and hydrology; stormwater modeling; watershed planning; federal and state administrative codes.Knowledge of Florida Department of Transportation design standards and specifications.Knowledge of National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer System (MS4) regulations; and the Southwest Florida Water Management District (SWFWMD) rules and regulations.Skilled in management to effectively supervise contractors and consultants.Skilled in the use of small office equipment, including copy machines or multi-line telephone systems.Skilled in using computers for data entry and analysis, word processing and accounting purposes.Ability to maintain working knowledge of modern office procedures, methods, and computer equipment.Ability to maintain effective work relationships with those contacted in the course of work.Ability to communicate effectively both orally and in writing.Ability to apply technical research to resolve multi-disciplinary engineering problems.Ability to exercise best professional engineering judgment to achieve results consistent with objectives.Ability to prepare complex reports and statements and to analyze work methods and procedures.Ability to communicate, interpret and explain ordinances, policies, etc. to the public.Ability to establish and maintain effective working relationship with employees and the public.Ability to utilize computer hardware and software effectively.Ability to effectively interact with the public, city advisory board members, City Commissioners, other department directors, architects, engineers, contractors and staff citywide.

Education and Experience:

Bachelor's degree from an accredited college or university with major coursework in Environmental Engineering or Civil Engineering.Master’s degree is preferred.Two (2) years or more of increasingly responsible work experience in stormwater engineering design, project and construction management.One (1) year of supervisory or lead project management responsibility.

(A comparable amount of relevant training, education and/or experience may be substituted for the above qualifications.)Licenses and Certifications:

Must possess a valid State of Florida Class E Driver’s License by date of hire.Must be registered and licensed as a Professional Engineer in the State of Florida within six (6) months of the time of hire.

Emergency Response Responsibility:

Every City employee has emergency response responsibilities, though not every position will require routine assignments during an emergency event. All employees are subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the employee's official job description. Assignments in support of emergency operations may be extensive in nature, with little advance notice, and may require employees to relocate to emergency sites with physically and operationally challenging conditions.
