is looking for a
Principal/SR Principal Technical Services Project Manager
to support the Power and Controls System Operating Unit (OU) in
Sykesville, MD . The selected candidate will provide timely support to the Program Manager to ensure that all engineering, manufacturing, business management, mission assurance, and supply chain activities are executed to meet program requirements for cost, schedule, and technical performance. Additionally, this individual will assist proposal activities, including coordinating, reviewing, and analyzing inputs from all functions.
This individual will report into the Program Manager and will provide day to day assistance to business areas to meet the program objectives / financial goals. The individual should be experienced in all aspects of the engineering and manufacturing process, from requirements analysis to operations, through verification and validation testing, and lifecycle sustainment. They may also lead or coordinate software development activities, product redesigns, and other Design Agent activities as they arise.
What You’ll Get to Do:
Project Managers are responsible for coordination and support of all phases of execution, from inception (proposal development) through completion (contract closeout). Primary responsibilities will include but are not limited to:
Adherence to all internal processes for Program Management.
Leading and directing a cross-functional Integrated Product Team (IPT).
Development and adherence to Integrated Master Schedules (IMS).
Development and adherence to budget baselines utilizing Earned Value Management (EVM) methodologies and tools.
Coordination of Contract Change Board activities internally and with the customer, to include Engineering Change Proposals (ECP).
Government Property (GFE, CFE, etc.) tracking and management.
Development and delivery of presentations to customers, management, and other program stakeholders.
Knowledge and execution of a variety of proposal and contract types (FFP, CPFF).
Proposal development.
Establishment of schedule milestones, payment, and other key contract terms and conditions.
This requisition may be filled at either a Principal Technical Services Project Manager level or a SR Principal Technical Services Project Manager level.
Basic Qualifications for a Principal Technical Services Project Manager:
Bachelor's Degree and 5+ years’, Master’s and 3+ years', or PhD with 0 years of experience supporting Department of Defense, Government contracts, or project management in other industries (Note: An additional 4+ years of applicable work experience may be substituted for a Bachelor's Degree).
Experience leading the performance of engineering or manufacturing tasks on-schedule, at-cost, and achieving all requirements as either a project lead, integrated program team member, or control account manager.
Demonstrated success aligning operational, manufacturing, and/or engineering teams to achieve a complex common goal.
Experience managing communications with stakeholders.
Experience in cost and resource estimating (i.e. program baselining and/or EAC's).
US Citizenship.
Ability to obtain and maintain a Secret clearance after starting.
Basic Qualifications for a SR Principal Technical Services Project Manager:

Prior experience with proposals of high value, long duration sustainment or production efforts.
Functional knowledge of Power and Control systems.
Risk and opportunity management on a project.
Demonstrated history of strong Business acumen.
Active Secret Clearance.
Salary Range:
$102,400 - $153,600
Salary Range 2:
$127,000 - $190,600
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
