Legal Talent Director
is responsible for managing attorney recruitment, integration, professional development, and retention across all practice areas. The Attorney General’s vision is for the Department to recruit and develop attorneys with a learning and service mindset who reflect the values of the Department, develop critical competencies that support the mission of the Department, and create a talent pipeline for our hiring program. This position will report to and work in collaboration with the Associate Chief Deputy Attorney General and will focus on two primary areas: (1) Legal Recruitment, and (2) Legal Talent Onboarding/Integration, Professional Development, and Retention.Talent RecruitmentThe Legal Talent Director will provide strategic direction and practical support for office-wide legal talent including recruiting, onboarding, attorney engagement, career coaching, and talent operations.Job responsibilities include:Initiating, supporting, and implementing a cohesive talent strategy across the Department of Law and working to further develop a world-class, inspiring talent brand both internally and externally.Developing and overseeing an integrated attorney hiring process that provides consistency across the Department of Law and fosters collaboration across sections and between units, including in the hiring of interns and fellows.Building strong working relationships with managers and leaders across the organization to understand current and future needs, including by providing regular status updates about vacancies and recruitment activities.Managing the Department of Law’s participation in On-Campus Interviewing with law schools, including planning and implementation, on-campus interview registration, conducting on-campus interviews on behalf of the Department of Law, and job fair participation, in a manner that fosters diversity and inclusivity.Overseeing attorney and law student interview processes, including managing the internal candidate tracking system, and overseeing candidate scheduling and tracking, candidate communication, and database management.Providing insight and guidance regarding talent management best practices, existing and emerging technologies, and tools to support efficiency in deliverables and innovative approaches to work.Developing and pursuing recruiting leads through relationships with law schools, law firms, bar associations, diversity organizations, and other potential sources of talent.Leading, planning, and managing the Department’s full cycle recruiting efforts targeted at law students, judicial law clerks, private sector attorneys, and government and public interest lawyers, utilizing both traditional and digital sources to create a pipeline of qualified candidates at each level.Helping to develop a system to foster the Department’s legal talent pipeline to facilitate regular talent reviews with the Department’s Leadership Team.Facilitating the recruiting and consideration of applicants and internal candidates for open attorney positions, including appropriate training on interview questions and techniques, competency-mapping, and pre- and post-interview processes.Creating and maintaining an environment of equal employment opportunity, diversity, and competitive advantage in support of the department’s diversity, equity, and inclusion strategic plan.Ensuring compliance with legal standards and ethical rules of professional conduct in recruiting processes, including legal review and analysis of conflicts.Coordinating a comprehensive and cohesive recruiting and onboarding experience.Collaborating with the Internship and Fellowship committees on programming for the DOL Summer Intern program and the year-long Fellowship programs.Developing and maintaining promotional materials in conjunction with the Communications team, including website postings, videos, and other collateral and supportive content, for recruiting endeavors.Maintaining metrics on attorney recruitment and creating a standardized reporting system to evaluate the success of recruitment strategies and create process improvements for continuously improving those strategies and the quality of talent at the Department.Talent Onboarding/Integration, Professional Development, and RetentionThis position is also responsible for overseeing the Department’s professional onboarding/integration, development, and retention program.Job responsibilities include:Coordinating and overseeing management of the Department’s formal training program, Department of Law University, including the Continuing Legal Education (CLE) program.Serving as the Department’s main point of contact for all professional development inquiries and requests.Ensuring that the professional development program information is communicated to employees and available on the Intranet.Developing attorney retention programs, including identifying innovative and creative professional development opportunities within the Department of Law.This position reviews training proposals, researches potential avenues to acquire training, identifies appropriate trainers, manages the budget and purchasing process for acquiring and paying for training, and assists trainers in identifying relevant training objectives in accordance with accepted theories and principles of adult learning. This position oversees management of all training-related data and records for the Department, and generates reports, as necessary, by tracking course offerings, associated course material, training waivers, attendance records, course and instructor assessments, needs assessments, instructor credentials, and program expenses.This position develops and implements an annual strategic plan that guides a wide array of educational and developmental opportunities for Department staff. This includes leading and coordinating the Department’s efforts to identify employee training and professional development goals and objectives throughout the organization, identifying strategies for meeting those goals, and projecting the necessary budget. This position also represents the professional development-related interests of the DOL at relevant meetings.Additionally, the Legal Talent Director serves as an office-wide legal mentor. This position is responsible for developing and implementing a “boot camp” training program for new Assistant Attorneys General, an enterprise-wide onboarding toolkit, and a specialized training and mentorship program for First and Second Assistant Attorneys General. The position may be required to develop and deliver other recruitment, hiring, onboarding, and retention trainings as appropriate. The position will also serve as a resource/mentor to all attorneys, conducting targeted stay interviews, assisting with the creation of effective personal professional development plans, and providing relevant and constructive feedback and guidance on such.Salary Note: The Department of Law uses a wage progression compensation model. Although a salary range is listed, salary will be set commensurate with the successful candidate’s qualifications and in compliance with the Equal Pay for Equal Work Act.Salary will be paid on a biweekly basis.WHAT WE ARE LOOKING FORRequires graduation from an accredited law school.
