The MTA is one of the largest transit systems in the United States and is seeking dynamic and energetic individuals to join the MTA team.DESCRIPTIONThe Maryland Transit Administration (MTA) seeks a dynamic and experienced Contracts Division Manager to lead procurement processes for transportation-related equipment, services, construction materials, and supplies. As the manager, you will oversee three sections—Architecture & Engineering, Construction/Maintenance, and Services/IT—ensuring compliance with Federal and State procurement laws. Responsibilities include supervising Section Chiefs, guiding personnel in contract evaluation and negotiation, and managing large, complex procurements. This senior-level position reports directly to the Deputy Director of Contracts and Policy, providing expert guidance and coordination across MTA staff, consultants, and state agencies .This vacancy is located in Baltimore, MDKEY RESPONSIBILITIESManage and supervise the three Contracts Division sections.Solicit, evaluate, negotiate, and award contracts for transportation equipment, services, and materials.Ensure compliance with Federal and State procurement guidelines.Coordinate with consultants, MTA staff, and other agencies.Provide expert interpretation and guidance on procurement matters.Develop and execute multi-year procurements.Prioritize projects based on changing needs and available resources.THE IDEAL CANDIDATE WILL POSSESS:Significant experience which includes the ongoing performance of professional procurement functions such as: developing, soliciting, evaluating, negotiating and awarding procurement contracts, while ensuring compliance with Federal and State procurement laws, regulations, and conditions with regards to Construction, Architectural/Engineering, Service or Maintenance Contracts within a Maryland State Agency.PREFERRED QUALIFICATIONS:Education

Possession of a Bachelor's Degree from an accredited college or university.
Experience:
Five years of professional procurement and/or contract management experience.Supervisory Experience:
Two years of formal supervision of other employees while performing within the preferred experience indicated above.Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
