The City of Pasadena is seeking a Buyer with extensive public sector experience to plan, organize, and coordinate the activities of the fleet-related acquisition and procurement services for the City. The ideal candidate will review, evaluate, process, and approve all vehicle and equipment purchasing transactions.

IDEAL CANDIDATE

The ideal candidate must exercise considerable independent judgment and initiative in the review and evaluation of departmental requests, specifications, bids and proposals, and the resolution of problems. The ideal candidate will be experienced and proficient in ethically procuring fleet-related acquisitions while tracking procurement trends within the industry and as applicable to the City and making strategic recommendations to maximize the City's purchasing power. Work is performed under the supervision of the Purchasing Administrator and is reviewed to ensure conformance with established policies and procedures. The employee is considered assigned personnel in the event of an emergency.

MAJOR RESPONSIBILITIES

Reviews and processes departmental requests for the City’s fleet acquisition and procurement including coordination of activities related to the purchase; prepares bid documents, including calls for bid, terms and conditions, specifications, etc. for purchases requiring informal or formal bidding procedures in accordance with the requirements of the Pasadena Municipal Code and the City's Purchasing handbook.Reviews and processes contract change orders in Enterprise Resource Planning (E.R.P.) system. Develops quarterly, bi-annual, and annual contract reports, issues reports to departments and discusses contract updates to ensure departmental compliance with City policies, procedures and audit standards.Selects appropriate vendors for solicitation of bids.Reviews bids, including the comparison of costs, evaluation of quality and suitability; evaluates vendors' performance, responsiveness, ability to produce product, etc.; makes recommendations for purchase and acquisitions.Administers cooperative purchasing agreements with other public agencies; negotiates annual service agreements (contracts).Assists City departments (including citywide contracts) in the preparation of specifications, requests for proposals or bids, evaluation of related bids/proposals, recommendations for award and review of other documents related to purchasing additional or replacement to the City’s fleet. Tracks expenditures for related procurement and generates reports for grant-related reporting.Working with management, monitors contract progress and expenses, as well as vendor performance. For Cityside contracts, develops annual recommendations. Meets with department representatives, addresses departmental concerns and billing issues. Meets with vendors to discuss performances.Responds to questions and concerns from departments and the general public regarding purchasing policies and procedures; provides information as is appropriate and resolves complaints.Analyzes, researches and provides documentation in response to Public Records Act requests for the Purchasing Division; coordinates and confers with department management and the City Attorney's office regarding accuracy of documents and release of information within established policy and procedures.Provides, performs and participates in purchasing training classes and seminars.Maintains contacts, interacts, or partners with external agencies and vendors; keeps informed and be at the forefront of zero emission vehicle (ZEV) trends, new products, market conditions, and current prices; incorporates best practices for sustainable vehicle replacement and procurement.Reviews and monitors existing fleet replacement program; assists in the implementation of new programs.Coordinates the disposition of surplus property and equipment; prepares the necessary paperwork for sale, auction, or disposition; prepares periodic operational and statistical reports.Drafts agenda reports, memos, forms, and other correspondence.Performs related duties as assigned.COMPETENCIES

Associate's degree in business or public administration, or a related field.Certified Professional Public Buyer (CPPB) highly desired.Five years of professional purchasing experience.Experience in a public agency is preferred.SELECTION PROCESS
