Position Summary

Starting Hiring Range: $86,361.60 - $110,094.40, annually

The purpose of this position is to provide support in the Finance Department by supervising budget and treasury operations, providing expertise as a subject matter expert for budgetary and treasury functions, and coordinating and administering the City's cash and debt management program under the guidance of the Director of Finance.
Essential Job Functions

  • Manages City-wide budget preparation, including the development of multi-year revenue and expenditure projections, coordination of the annual operating, and capital project budget development process. Including the calculation of ad valorem tax rates, monitors all tax revenues and reports (ad valorem, sales tax, hotel/motel tax, franchise tax).
  • Performs financial analysis and long-range forecasting by reviewing, completing, updating and maintaining forecasts for all operating funds, conducting monthly variance analyses reports, completing quarterly budget (financial) reports for all funds, analysis of sales taxes, required reports, tax increment financing agreements, and economic development incentives, conducting research on pending legislation and current law, property valuation projections and analysis, and budget review of projected personnel costs and other expenditures relating to the budget process.
  • Manages operating budget activities, including: identifying and solving potential or existing problems; processing departmental requests; and reviewing and approving expenditures, agenda items, special projects, expenditure variances, inter-fund transfers, fund summaries, and level of service reporting.
  • Monitors budget and financial reports and completes detailed account analysis for irregularities, account limits; researches problem areas for resolution; and ensures fiscal goals are being met.
  • Review legislation that has a potential impact upon the financial status of the City, including: property and sales taxes, franchise fees, truth in taxation, court fees, other major revenue sources of the City, and any major expenditure impacts that may affect the City.
  • Assumes management responsibility for treasury, cash & debt management, bank reconciliations, and investment reconciliations, including: cash collection subsidiary ledgers; cash flow and liquidity program; monitoring and implementing internal controls; completing required reports; and maintaining the City's compliance relative to assigned functions.
  • Manages and participates in the development, implementation, and recommendation of goals, objectives, policies, and priorities for assigned functions.
  • Supervises, directs, and evaluates assigned staff by directing work, counseling, disciplining, and completing employee performance appraisals.
  • Coordinates, assigns and reviews work and maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
  • Prepares work for processing by gathering and sorting documents and related information, verifying correct funding.
  • Performs other duties as assigned.

Education and Experience

Bachelor's degree in Finance, Accounting, Business Administration, or a related field, from an accredited college or university is required.

Seven (7) years' experience working in budget and/or treasury management is required.

Two (2) years' of supervisory experience is required.

  • Ability to follow instructions, safety practices, and perform work accurately and thoroughly which requires performing multiple tasks simultaneously under time pressures and deadlines.
  • Ability to be punctual and attend work regularly.

Special Requirements:Ability to work flexible hours including attending various meetings and events outside of business hours.

Licenses and Certifications:Must possess and maintain a valid driver's license with acceptable driving record as established by the City of Midlothian driving standards.

Certified Government Finance Officer (CGFO) Certification and Certified Public Accountant (CPA) certifications are preferred.

Work Environment
Works primarily in climate controlled office environment. Position requires some lifting up to 35 pounds. Physical demands are sedentary in nature but include walking, standing, reaching, and bending. Work may cause light fatigue of eyes and fingers because of routine use of motor senses.

Texas Municipal Retirement System

Vacation
All full-time employees accrue vacation hours each pay period, based on longevity. Vacation hours begin accruing on your first day, but cannot be used until the pay period following six-month probationary period.

All full-time employees accrue sick hours each pay period, with unlimited accrual bank limit. Sick hours begin accruing on your first day, but cannot be used until the pay period following six-month probationary period.
