Purpose and ScopeIn line with 49 CFR 625, 630, and 673 requirements, the Asset Information Managers will assist the Asset Management Program to document processes and procedures for asset lifecycle management and conduct asset type-based condition assessments following FTAs State of Good Repair guidance, MBTA Asset Class Condition Guidelines and inform both Maintenance and Capital decision making.

The Senior Asset Information Manager will assist the Deputy Director of Asset Management directing and controlling the work of the Asset Information Managers engaged in engineering services, data collection, analysis, and standards development covering transit and commuter rail assets, ferry, and paratransit assets records and documentation.

Principal Duties and ResponsibilitiesResponsible for conferring with the Deputy Director on problems involving normal operations, changes in plans and procedures, and projected future development.Schedule and assign daily work tasks of approximately five (5) to ten (10) Asset Management personnel, monitoring performance, progress, and reporting status to the Deputy Director.Assist in building out and training their specific section of the Asset Information branch within the department.Act as Project Manager for third party led inventory and condition assessments, including tracking deliverables, invoices, and vendor performance.Lead a team and supervise the preparation and updating of the asset data registry, operating plans, charts, maps, graphs, prints and records.Perform asset data analysis to inform Capital Investment decisions, including risk and cost proposals.Document inspection criteria for verifying condition of assets, monitor maintenance practices and procedures, and assist in establishing criteria for preventive maintenance cycles based upon data driven metrics.Review and update engineering documents in line with asset management best practices.Author/update of MBTA Asset Management Standards in line with international best practices.Be the Departments representative on both the MBTA design standards development, drawing standards, and Quality Management programs development.Validate asset information via field visits throughout the MBTA.Review and validate new asset data provided by the asset handover process.Manage the continuous improvement of both the Asset Management Program and asset documentation.Enforce the Department of Asset Management policies and procedures.On occasion be flexible to work all shifts and/or locations as assigned or directed.Respond or report to work as directed by supervisory personnel for emergencies, extreme weather conditions, or any other abnormal conditions that impair service or the safety of service, twenty-four (24) hours per day, seven (7) days per week.Uphold the rights and interests of the Authority while building and maintaining an effective relationship with employees.Assist in the management of a workforce by ensuring the fair and consistent application and strict adherence to the rules, regulations, collective bargaining agreements (if applicable) and policies of the Authority including the EEO, Anti-Discrimination and Anti-Harassment and Anti-Retaliation policies.Perform related duties and projects as assigned.

SupervisionSupervise team of asset information analysts.

Minimum EducationA Bachelor’s degree from an accredited institution in a technical field related to Engineering, Mechanical, Electrical, or a related field.

Minimum Experience and Required SkillsFive (5) years of professional experience in one of the following disciplines with professional knowledge of industry engineering principles and practices related to rail signaling, track structure maintenance, transit power systems, facility maintenance, or construction.Two (2) years of leadership experience at the supervisory or individual level or management of large projects.Experience with written reports, budgets, and time estimates for upper management, and stakeholders.Strong analytical, mathematical, organizational, planning, time management, and interpersonal skills.Proficiency with Word, Excel, PowerPoint, and database applications.The ability to read, interpret and make recommendations based on technical documents and drawings including blueprints, maintenance manuals, specifications, schematics, fluid, and other sample tests.The ability to work in an active railroad and maintenance environment and the physical constraints associated with the working environments.The ability to quickly learn new technologies tools and processes.The ability to effectively work with employees at all levels within the Authority, vendors, and individuals outside the agency.Excellent written and verbal communication skills.Excellent customer service and conflict resolution skills.The ability to provide internal and external customers with a courteous and professional experience.The ability to pay attention to details, use sound judgment, and prioritize work.The ability to work any and all shifts and/or locations as assigned or directed.Be available to work twenty-four (24) hours per day, seven (7) days per week.Ability to effectively comprehend, communicate, and respond to instructions, orders, signs, notices, inquiries, etc. in English.Attend, participate, and contribute to local safety committee meetings, as needed.Ability to provide internal and external customers with courteous and professional experiences.Ability to supervise or work effectively with diverse workforce.Ability to adhere to rules, regulations, collective bargaining agreements (if applicable) and policies of the MBTA including the EEO, anti-discrimination, anti-harassment, and anti-retaliation policies.Ability to pass a Criminal Offender Record Information (CORI) check, comprehensive background screening, and role appropriate MBTA’s medical clinic screening, potentially including a physical examination and drug and alcohol screening.Have a satisfactory work record for the two (2) years immediately prior to the closing date of this posting, including overall employment, job performance, discipline, and safety records (infractions and/or offenses occurring after the closing of the posting and before the filling of a vacancy may preclude a candidate from consideration for selection).Ability to uphold the rights and interests of the MBTA while building and maintaining effective relationships with employees and co-workers.Ability to work all shifts and / or locations assigned, directed, or necessary for this position, including (for some transit / operations roles) up to twenty-four (24) hours per day, seven (7) days per week as necessary to accommodate severe weather conditions, emergencies, or any other circumstances that may potentially impact service or the safety of service.Legally authorized to work in the United States on an unrestricted basis.In compliance with federal law, all persons hired will be required to complete a Form I-9 to verify their identity and eligibility to work in the United States.

Preferred Experience and Required SkillsA Masters’ degree from an accredited institution in a technical field related to Engineering, Mechanical, Electrical, or a related field.Ten (10) years of experience working in Transit or the Railroad.Extensive experience in project management, technical design, inspection, rating schemes, and rehabilitation experience on transit infrastructure projects.A current State of Massachusetts Licensed PE.Experience in Railroad or Transit maintenance, design, and build.Basic knowledge of AREMA, Asset Management principles, and EAMS.

SubstitutionsA High School Diploma or GED with an additional seven (7) years of rail signaling, track structure maintenance, transit power systems, facility maintenance, or construction related work experience may substitute for the Bachelor’s degree requirement.An Associate's degree from an accredited institution and an additional three (3) years of related work experience may be substituted for the Bachelor's Degree requirement.
