Deputy Director, Commuter Rail Safety Operations

The Deputy Director of Commuter Rail Safety Operations is responsible for monitoring the operational safety procedures of the MBTA Commuter Rail System and MBTA Ferry System. This includes but is not limited to overseeing field observations and investigations of the Commuter Rail system. This is to be accomplished through the direct oversight of the MBTA Commuter Rail Safety Operations team and coordination with external entities including the Commuter Rail Operator, the Commuter Ferry Operator, the Federal Railroad Administration (FRA), and the US Coast Guard (USCG).Responsibilities

Provide day to day field management, leadership and assure compliance with the requirements of MBTA’s System Safety Program Plan (SSPP), rail safety processes, Ferry Safety Plan, and other safety tasks in a cooperative process that measures system safety effectiveness, performance, and compliance to demonstrate Safety as MBTA’s number one priority.Ensure and measure ongoing scheduled and non-scheduled inspections, audits, reviews, observation & testing, investigations, hazard analysis, safety leadership exchanges and other safety-related tasks working alongside the Deputy Director of Commuter Rail Safety Data and support the Director of Commuter Rail & Ferry Safety.Complete and oversee field reviews of stations, worksites, train crews, and maintenance facilities.Establish and maintain systems to oversee vehicle, facility and system safety on all rail vehicles, facilities, and ROW.Assure compliance with the USCG and FRA regulations.Manage and supervise employees assigned, including defining accountabilities and measuring employee performance.Respond, either directly or through others, to emergencies twenty-four (24) hours per day, seven (7) days per week.Perform all other duties and projects that may be assigned.Supervision

Supervise Commuter Rail Safety Operations Team.Minimum Requirements

Bachelor’s degree from an accredited institution in Safety, Urban Planning, Public Administration, or related field.Five (5) years of experience in the railroad industry, regulatory compliance, plan development, data analysis and program auditing.Two (2) years of supervisory, leadership, and/or management experience.Working knowledge of 49 CFR 200-299 (FRA Regulations), NORAC Operating Rules, and industry standards.Effective organizational, analytical, confidentiality, quantitative, multi-tasking and time management skills.Advanced skill-level in the use of Word, Access, Excel, PowerPoint, PeopleSoft and/or other database applications.Ability to complete, apply, and adhere to concepts in safety training including but not limited to SMS Fundamentals, ICS 200, 200, 300, 400, 700, and 800 as well as courses offered on websites hosted by MassDOT, FEMA, and TSI within three (3) years of employment. Ability to complete a Public Transportation Safety Certification Training Program (PTSCTP) within three (3) years of employment.Ability to effectively communicate with regulatory agencies, contractors, community organizations, and others on technical and sensitive matters.Handle sensitive and confidential information in an appropriate manner.Have excellent customer service, conflict resolution, negotiation, communication, speaking and writing skills.Have a valid driver's license.Be available to work twenty-four (24) hours per day, seven (7) days per week.Ability to supervise and work effectively with a diverse workforce.Substitutions for Education

A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor’s degree requirement.An associate degree from an accredited institution an additional three (3) years of directly related experience substitutes for the bachelor’s degree requirement.A master’s degree in a related subject substitutes for two (2) years of general experience.A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience.Preferred Experience and Required Skills

Master’s degree from an accredited institution in Transportation, Safety, Urban Planning, or Public Administration.Eight (8) years of experience in the railroad industry, regulatory compliance, plan development, data analysis and program auditing.Transit Safety and Security Program (TSSP) Certification.Public Transportation Safety Certification (PTSCTP) Certification.Additional years of experience in the transportation industry with commuter rail or ferry.Working knowledge of US Coast Guard Regulations.Possession of a World Safety Organization (WSO) Certificate or equivalent.Experience with railroad equipment such as vehicles, track, structures, facilities, power, signals, and communication and control systems.Advanced knowledge in 49 CFR Parts 217 (Operating Rules Operational Testing), 240 (Engineer Certifications), 242 (Conductor Certifications), and 243 (Training and Qualification).
