POSITION PURPOSE
Software Engineering Manager manages and oversees the design, development, and maintenance of software applications. Directs the work of engineers to ensure the best practices around software development. Assigns work to software engineering personnel, evaluates and manages their performance. Recruits engineering personnel and supports technical staffing and project teams formation. Supervises the continuing support of and provides system metrics for client facing products. Presents practical input for strategic technology decisions. Supports the Technology Roadmap and Complies with all professional departmental as well as company best practices. May supervise reporting responsibility for independent software contractors, software engineers and outsourcing partners. Ensures software engineering personnel is suitably trained to perform all job function and suitably use project and software related tools. Accountable for complying with all laws and regulations associated with duties and responsibilities.

This job reports to: Departmental Leadership
Necessary Contacts: To do this job effectively the incumbent has to be in contact with all levels of BCBSLA personnel.
QUALIFICATIONS
Education
Bachelor's in Computer Science or related field required
Master's Degree in Business Administration is preferred
Four years of related experience can be used in lieu of a Bachelor’s degree.
Work Experience
5 years of business systems analysis and design experience with 2 years of leadership experience required. Experience can run concurrently
Skills and Abilities
Must have experience working with Claims Processing Platforms, Cloud Platforms (SaaS), Enterprise Application Integration Platforms and ETL Platforms.
Requires a strong understanding of software development methodologies (e.g. Agile, Scrum, Kanban)
Experience with cloud platforms (e.g. Azure and/or AWS)
Familiarity with DevOps practices and CI/CD pipelines
Requires broad knowledge in the field of Information Technology.
Requires a broad knowledge of development management and control concepts and application knowledge of business practices.
Technical knowledge covers current development methodology, languages, and operational capabilities.
Demonstrated ability to lead, mentor, and grow engineering teams.
