Additional perks such as discounts on wireless carriers, gym memberships, amusement park tickets and much more!This position is located in the Metropolitan Police Department (MPD), Executive Office of the Chief of Police (EOCP), Office of the General Counsel (OGC).The purpose of the position is to work on cases or legal issues of extremely complex and difficult legal or factual issues requiring a high order of legal endeavor with the incumbent often having to balance conflicting interests; or matters that can have the effect of substantially broadening or restricting the activities of MPD.The Incumbent Will Be Responsible For The Following

This position provides legal advice, conducts extensive and detailed legal research dealing with existing, proposed, and superseded laws, rules, and regulations; relevant case law and precedent, and the legislative history of Federal and District laws and regulations.Assist the Office and the Office of the Attorney General with litigation support, including substantial, complex, and voluminous discovery. Responds to subpoenas in civil and criminal matters.Incumbent is responsible for giving advice regarding compliance with applicable personnel regulations and labor agreements, including advice related to personnel actions.Represents the agency in administrative hearings, and prepares evidence, briefs, motions and other documents to support cases as necessary.Assists in reviewing and revising directives and correspondence, including General Orders, Memoranda of Understanding, and other legal documents, related to law enforcement actions and administration.Reviews, researches and prepares Office responses to selected and sensitive and often confidential inquiries and correspondence from the Mayor, Chief of Police and senior departmental officials, members of the Council of the District of Columbia, officials of the District and Federal government and surrounding jurisdictions, members of the private sector, both individual and organized, and the general public.Incumbent is responsible for keeping abreast of judicial, agency, and other changes in laws and regulations related to the function of programs and the recommendation of appropriate courses of action to the Office and senior departmental officials.Incumbent may have to confer with and incorporate concerns of District Government officials, members of administrative bodies, and officials outside of the District Government concerning law enforcement actions.Assist with conducting a continuing review and evaluation of existing District of Columbia and Federal statutes and regulations to determine the need for new regulations or amendments, new administrative and enforcement procedures, and to provide clarification, in instances of ambiguities or conflict with other laws and regulations. Recommends and drafts new enabling legislation and amendments to existing legislation for review and approval, as appropriate.Performs other related duties as assigned.Qualifications

Knowledge of applicable District and Federal laws, regulations, guidelines, principles, practices and techniques, including agency policies and relevant judicial and administrative decisions.Skill in the analysis and resolution of difficult legal issues in an orderly, systematic and effective manner.Skill in interpreting and applying applicable laws, regulations and practices, including agency policies and relevant judicial and administrative decisions.Skill in identifying and isolating controlling legal issues from complex factual situations.Skill in applying sound judgment in the review and analysis of matters, and deriving logical conclusions.Skill in communicating precisely and effectively, both orally and in writing.Knowledge of legal reference materials and research techniques, including the use of Westlaw, LexisNexis, and other automated legal and legislative retrieval systems.Licensures, Certifications And Other Requirements

Applicants must be active members in good standing of the District of Columbia Bar or have the ability to waive in and be admitted within 360 days of appointment. If eligible for waiver, incumbent must submit an application for admission prior to commencing employment and successfully obtain admission to the D.C. Bar within 360 days of commencing employment. An appointee to the Legal Service position shall remain a member in good standing of the District of Columbia Bar during his/her employment in the Legal Service.Education

Applicants must possess a professional law degree (J.D.) from an American Bar Association (ABA) accredited law school at the time of appointment.Work Experience

Must have at least 1 (one) year of legal experience as a licensed attorney.Work Environment
