The Contract Attorney will work with contract management and team members to manage the Agency's overall procurement and contracting processes. Develop and monitor the initiation, review, approval and renewal of Agency contracts. Ensure contracts are processed timely with appropriate internal and external approvals and signatures. Manage both internal and external relationships.

Essential Functions

Draft proposal solicitation documents (RFP, RFQ, as appropriate) based on well-developed scope of work/services. Ensure correct and current contract template and terms and conditions are included, as well as all other documentation and information needed to successfully complete and publicize formal procurement announcements. Ensure adherence to Agency policies and procedures and Regulatory requirements.Support informal and formal procurement proposals through entire procurement process from proposal development through to vendor conference, evaluation, negotiation, contract execution and contract summary.Conduct negotiations in bid process and post contract award for contract conditions essential to protect the Agency and to maximize value.Draft, negotiate, and complete contracts to capture the best possible terms and conditions for the Agency.Develop timeline for formal procurements and update internal customer regularly on progress towards contract.Assist internal customers with scope of work/services development as needed.Ensure correct and current templates are used with applicable terms & conditions.Serve as contract administrator on awarded contracts. Assist internal customers and external parties with contract questions and issues.Assist vendors with electronic proposal submittals when applicable.Manage information flow through contract document management system.Provide contract reports and statistics to management as requested.Ensure compliance with historically underutilized businesses (HUB) and minority and women business enterprises (M/WBE).Communicate with management regarding workflow status, contract issues, etc.Draft legal papers for real estate transactions and sale transactions such as leases, Facility Use Agreements, Construction Agreements.Assess legal risk in real estate documentation paperwork.Draft and negotiate specialized contract documents such as subrecipient agreements, grant documents, bills of sale, etc.Develop external relationships to expand knowledge of supply marketplace and internal relationships to understand Agency’s procurement needs.Qualifications

Education

Required

Juris DoctorBachelors or better in Mathematical Sciences or related fieldBachelors or better in Computer Science or related fieldBachelors or better in Business Administration or related fieldExperience

Required

4-6 years:
