is seeking a

Financial Analyst and a Senior Financial Analyst

with strong technical skills to be part of our talented Budget team. The ideal candidates will have experience in budget development and analysis and will also be interested in working with large volumes of data. This position will be responsible for basic principles, methods and practices of municipal finance, budgeting and accounting.WHAT YOU'LL DO:

Financial Analyst:

Contribute to the preparation of the City's mid-year and annual budget and assist in the year-end budget analysis.Conduct comprehensive financial analyses including development of recommendations for budget adjustments as necessary.Assist in reviewing data and research related to Council agenda staff reports.Analyze departmental and citywide budgets for compliance with financial guidelines and City Policies and Procedures.Gather and analyze data on existing programs; perform complex statistical analysis, conduct surveys and prepare proposals, including financial policy and procedure requirements.Perform other duties of a similar nature and level as assigned.Senior Financial Analyst:

Participate in preparation of Citywide mid-year update and annual budget. In addition, the position will lead the Citywide preparation of the annual personnel budget in coordination with City departments and the Budget Manager.Lead monthly/quarterly/year-end budget to actual variance analysis.Participate in ERP setup and maintenance related to budgeted accounts, projects, etc., reviews requests and recommends approval or modification.Participate in Committee & Council agenda review.Participate in identifying and testing new ways to configure OpenGov to enhance the budget production and monitoring processes.Manage OpenGov configuration to enable MOU costing scenarios and provide analysis of outcomes to senior management.Perform other duties of a similar nature and level as assigned.Payroll Title/Classification:

This classification is distinguished from the Administrative Services Analyst in that it performs advanced professional financial, managerial and/or operational analysis work and/or provides professional program analysis, evaluation and administration. May lead professional level staff and may serve as a designated subject matter expert.SUPERVISION EXERCISED / SUPERVISION RECEIVED:

Administrative Services Analyst:

Incumbents may serve as a lead worker, assigning work and monitoring work completion. Receives general supervision and is expected to prioritize work to meet deadlines and to keep the supervisor informed of issues that would impact achievement of a deadline, organizational policy or procedure or in consideration of risk management.Administrative Services Analyst, Senior:

Receives general supervision and is expected to prioritize work to meet deadlines and to keep the supervisor informed of any unusual or irregular issues that would impact achievement of a deadline, organizational policy or procedure or in consideration of risk management. May supervise paraprofessional staff and less than two professional staff including conducting performance evaluations, coordinating training, and implementing hiring, discipline and termination procedures.WORK SCHEDULE:

The normal work week is Monday through Thursday 8:00am to 6:00pm and alternating Fridays 8:00am-5:00pm. In addition, this position may be required to be available to work additional hours in response to peaks in workloads and changes in department needs.EDUCATION/EXPERIENCE:

Financial Analyst:Bachelor’s degree in business administration, finance, accounting or a related field, and two (2) years paraprofessional-level experience comparable to an Administrative Services Coordinator/Support Supervisor or Administrative Services Specialist, Senior with the City of Oxnard in area of assignment.Senior Financial Analyst:Bachelor’s degree in business administration, finance, accounting or a related field, and three (3) years paraprofessional-level experience comparable to an Administrative Services Coordinator/Support Supervisor or Administrative Services Specialist, Senior with the City of Oxnard in area of assignment.LICENSING/CERTIFICATIONS:None required.OTHER REQUIREMENTS:Must be able to communicate in English both verbally and in writing.APPLICATION PROCESS:
