The
City of Oxnard's Finance Department
is seeking a
Financial Analyst and a Senior Financial Analyst
with strong technical skills to be part of our talented Budget team. The ideal candidates will have experience in budget development and analysis and will also be interested in working with large volumes of data. This position will be responsible for basic principles, methods and practices of municipal finance, budgeting, and accounting.
WHAT YOU'LL DO:Financial Analyst:
Contribute to the preparation of the City's mid-year and annual budget and assist in the year-end budget analysisConduct comprehensive financial analyses including development of recommendations for budget adjustments as necessaryAssists in reviewing data and research related to Council agenda staff reportsAnalyze departmental and citywide budgets for compliance with financial guidelines and City Policies and ProceduresGathers and analyzes data on existing programs; performs complex statistical analysis, conducts surveys and prepare proposals, including financial policy and procedure requirementsPerform other duties of a similar nature and level as assignedSenior Financial Analyst:
Participates in preparation of Citywide mid-year update and annual budget. In addition, the position will lead the Citywide preparation of the annual personnel budget in coordination with City departments and the Budget ManagerLeads monthly/quarterly/year-end budget to actual variance analysisParticipates in ERP setup and maintenance related to budgeted accounts, projects, etc., reviews requests and recommends approval or modificationParticipates in Committee & Council agenda reviewParticipates in identifying and testing new ways to configure OpenGov to enhance the budget production and monitoring processesManages OpenGov configuration to enable MOU costing scenarios and provides analysis of outcomes to senior managementPerform other duties of a similar nature and level as assigned

EDUCATION/EXPERIENCE:
Financial Analyst:
Bachelor's degree in business administration, finance, accounting or a related field, and two (2) years paraprofessional-level experience comparable to an Administrative Services Coordinator/Support Supervisor or Administrative Services Specialist, Senior with the City of Oxnard in area of assignment.
Senior Financial Analyst:
Bachelor's degree in business administration, finance, accounting or a related field, and three (3) years paraprofessional-level experience comparable to an Administrative Services Coordinator/Support Supervisor or Administrative Services Specialist, Senior with the City of Oxnard in area of assignment.
LICENSING/CERTIFICATIONS:None requiredOTHER REQUIREMENTS:
Must be able to communicate in English both verbally and in writing
