JOB DESCRIPTION

The Office of Budget and Grants Management supports the strategic utilization of all resources, aligning them to district priorities by spearheading CPS’ financial strategy to support effective budget planning and maximizing available funds.
Job Summary:
As part of the District’s Five Year Vision and the Office of Finance's strategic priorities, OBGM is implementing a portfolio-based model to support CPS school principals and other school leaders based on customer service practices to inform budget and functional strategy as it relates to the nearly $4B designated for school budgets. Core elements of the School Resource Strategy are as follows:
Develop and implement a Continuous Improvement model of support for the School Resource Strategy.
Provide tiered support to Chiefs and Principals to ensure that they are well-positioned to make full and impactful use of their available resources.
Collaborate with Network Chiefs, Network Teams, Principals, and other school leaders on the alignment of school funding and needs/strategies, especially at schools impacted by enrollment declines.
Develop and deliver improved training for school staff and school communities to empower local-level leadership to best manage school finances.
Supervise, mentor, and provide professional learning for Senior School Budget Specialists, and School Budget Specialists.
Reporting to a Senior School Budget Specialist and under the general direction of a School Budget Manager, a School Budget Specialist is an essential member of the School Resource Strategy team in supporting the core elements of this strategy.
The School Budget Specialist will be held accountable for the following responsibilities:
Provide excellent customer service to principals and their designees as the first point of contact in triaging and delivering resolutions to school-based business operations issues.
Respond to inbound customer inquiries resolving or coordinating the resolution of concerns related to the management of school finances with a primary focus on the budget.
Provide proactive consultative supports and data to principals in strategic management of local resources, including alignment of funds to support priorities as outlined in the school Continuous Improvement Work Plan (CIWP).
Support principals in developing the resource strategy to execute their CIWP and provide schools feedback on the feasibility of the scale and scope of the CIWP relative to available resources.
Monitor, analyze and provide feedback and recommendations to school principals in support of executing their school resource strategy and improve its alignment with CIWP goals. The cadence for each school will be determined by each school’s tier of support.
Conduct an annual review for each school in assigned portfolio using the SRS review protocol.
Conduct school visits to provide on-site direct support, gain and maintain a contextual understanding of the nuances of school operations. The specialist will participate as requested by schools, with a minimum of two visits per year.
Deliver training on related topics to school and Network office staff individually or in groups.
Contribute to developing the team including peer-to-peer consultation, creation of job aides and/or shared work products or references, lead and deliver internal staff PD, etc.
Track all customer interactions using the issue tracking application escalating to Lead School Budget Specialist and Manager as necessary.
Conduct outbound calls as assigned by the Senior Budget Specialist, Manager, or Executive Director.
Review and analyze school financial reports and provide consultation, where necessary.
Perform related duties as required.
In order to be successful and achieve the above responsibilities, the School Budget Specialist must possess the following qualifications:
Type of Education Required:
Bachelor’s degree from an accredited college or university in Finance, Business Management, Education, Political Science, or similar required.
Type Experience Required:
Minimum of two (2) years of applicable work experience and/or coursework or years of related CPS work experience is required.
Knowledge, Skills, and Abilities:
Demonstrate strong written and oral communication skills, as well as budgetary and analytical aptitude.
Excellent customer service skills with both internal and external customers.
Demonstrate initiative and be able to accept accountability.
Ability to articulate a vision, set high standards, and effectively guide schools and principals in the realization of expectations set.
Ability to define problems, analyze data, and outline valid conclusions and action steps.
Conditions of Employment
As a condition of employment with the Chicago Public Schools (CPS), employees are required to:
Establish/Maintain Chicago Residency
- Employees are required to live within the geographic boundaries of the City of Chicago within six months of their CPS hire date and maintain residency throughout their employment with the district. The Chicago residency requirement does not apply to temporary/part-time positions, however, all CPS employees must be residents of Illinois.
Be Fully Vaccinated Against COVID-19
- Unless approved for a medical or religious exemption, all employees are required to be up-to-date on COVID-19 vaccinations, including boosters, and to submit proof of vaccination to the district within 30 days of hire. “Up-to-date” on vaccination is defined as being at least two weeks past all primary vaccine doses and any applicable boosters.
