JOB DUTIES AND RESPONSIBILITIES:

Director of Government Purchasing, Logistics, and Subcontracts

Establish a system to procure subcontracts and services working with our project teamsCPSR compliance for all federal purchasesManage all warehousing and logistics for classified and unclassified contacts.Manage Corporate purchases within shared service center budget limits.Develop and evolve long-term agreementsManage and optimize master agreements, discounts, rebates, service levels (warranty, training, responsiveness, technical assistance)Consolidate purchases, shipments, and develop a transparent system of tracking and expediting deliveriesManage payment terms to align with cash inflowsImplement project and program procurement planning integrating with our project planning and engineering functions. Planning to include:

Bill of materials and servicesMitigate risk by developing multiple sources, alternatives, and substitutes for manufacturers, suppliers, service providersMarket research and marketing to generate competitionSourcingPrequalification processSmall business and financial protectionsSolicitation planning and RFP or RFQDocument, manage, monitor the supply chain to ensure the quality of products and servicesDetermine terms, conditions, flowdowns, payment methods, and discountsPrice analysis and when necessary cost analysisInspections, exceptions, and warrantiesChangesOrder closeout and vendor rating transparent to the vendorSales and use taxImport and export compliance

Extend procurement into client programs (funded seats).As it relates to procurement, maintain effective internal controls, quality assurance, policies and procedures, ethics, audit, and trainingprograms.Twelve (12) to fifteen (15) years of experience with a Bachelors Degree in Business Administration.Abilities:
