About The Registrar of Voters' (ROV)

The Registrar of Voters' (ROV) mission is to conduct voter registration and voting processes with the highest level of professional election standards, including accountability, security and integrity, thereby earning and maintaining public confidence in the electoral process. ROV is entrusted with providing the forum for all eligible citizens of San Diego County to exercise their right to actively participate in the democratic process. With a current registered voter population of 1.9 million, the department works to ensure widespread, ongoing opportunities to register and vote in fair and accurate elections for all federal, state and local offices and measures and to provide access to the information needed for citizens to engage in the initiative, referendum and recall petition processes.

About the Coordinator, Volunteer and Public Services-Voter Outreach-Vietnamese Language role

Coordinator, Volunteer and Public Services-Voter Outreach-Vietnamese Language is a professional class responsible for planning, developing, implementing and marketing programs that enhance and support the department's mission via public service by unpaid staff and/or temporary election workers, and programs.

The main responsibilities are as follows:

Developing and conducting outreach efforts, voter education, and voter registration drives targeted to the Vietnamese community.Coordinating translation and/or transliteration of election-specific materials, brochures, posters, flyers, and pamphlets.Attending media shows, special events, and conferences to promote voter registration, new technologies related to the conduct of elections and community involvement.May chair an Advisory Group to invite participation from all interested individuals and organizations that work with or serve multilingual communities and persons with special needs.The ideal Coordinator, Volunteer and Public Services-Voter Outreach-Vietnamese Language is a person fluent in speaking Vietnamese, and proficient in reading Vietnamese and comfortable speaking and presenting in public to diverse audiences and community organizations. The Coordinator, Volunteer and Public Services-Voter Outreach-Vietnamese Language will have the desire to build and foster strong business relationships with various stakeholders and able to establish effective working relationships with management, employees, employee representatives and the public representing diverse cultures and backgrounds.

MINIMUM QUALIFICATIONS

An associate's degree from an accredited U.S. college or university, or a certified foreign studies equivalency in a social science, communications or a closely related field, AND three (3) years of paid experience developing and implementing promotional programs; OR,A bachelor's degree from an accredited U.S. college or university, or a certified foreign studies equivalency in a social science, public relations, public administration, marketing, communication or a closely related field AND one (1) year of paid experience developing and implementing promotional programs.

Note: Additional years of experience as described above may substitute for the education requirement on a year-for-year basis; OR, completion of appropriate course work from an accredited college or university may substitute for the experience requirement on a year-for-year basis. Experience in speaking before large groups, civic organizations or public gatherings is highly desirable.

CONDITION OF EMPLOYMENT

As part of the County of San Diego's pre-employment process, prospective candidates will undergo a background check (including fingerprinting) and a pre-employment medical screening prior to beginning County employment. Additional types of background investigations may be conducted based on the job-related activities of the position. Current County employees may be excluded from this process.

EVALUATION

Qualified applicants will be placed on a

six (6) month

employment list based on scores received during the evaluation of information contained in their employment and supplemental applications.
