Summary:
The Dir of Finance and Strategic Analysis is the lead senior financial officer for the CON. The Director oversees the planning/direction of the CON operational budget, updates all relevant business plans, oversees the fiscal functions the academic actions and the subunits of research, clinical practice and philanthropic revenue and ensures alignment with University operational budgets/strategies. The Director collaborates with the University Chief Financial Business Officer as the College liaison to University Finance, Research, and other organizational partners on fiscal matters related to CON financial operations. The individual who holds this position exemplifies the Rush mission, vision and values and acts in accordance with Rush policies and procedures.
Responsibilities:
• Responsible for the revenue management and expense functions within CON and as such maintains fiduciary responsibilities that benefit the College
• Develops, prepares, and manages the CON’s financial accounting, monitoring, and reporting systems for the CON operational budget.
• Develops and executes strategies that have significant impact on the CON’s financial performance and financial plan.
• Collaborates with College of Nursing leadership to review financial feasibility and provide pro forma proposals to ensure interdependencies between specific area of functional oversight and other areas within CON have appropriate hand-offs.
• Oversees CON operational budget for functional areas of responsibility and ensures the CON budget aligns with university budget strategy.
• Oversees implementation, direction, and policy development of finance areas (revenue/expense management), professional fee billing, grants/contracts.
• Negotiates, and manages professional service agreements, provides final recommendations to the Dean.
• Stays abreast of industry changes impacting CON finance; identifies potential impact and required changes; strives to promote best practices in CON finance.
• Ensures adherence to organizational policies and procedures as it pertains to CON finance.
• Provides analysis and assistance on developing projected and actual costs over multiple years including being responsible for updating the CON’s three-year business plan.
• Responsible for directing any financial communications to internal/external stakeholders.
• Maintain relations with internal and external partners.
• Responsible for creation of regular projections for all CON operating units
• Directs the analysis and reporting of fiscal impact of Colleges efforts in education, research and practice by proactively forecasting for long term planning.
• Provides and interprets financial information for senior CON leadership/reports regularly
• Develops creative new partnerships that would benefit the Colleges fiscal health.
• Manages and directs the College’s business and financial staff/ fiscal managers for research, operations, and practice units
• Advises Senior leadership (Associate Deans for Academic Programs, Research and Practice) on best fiscal practices.
• Conducts regular education and training on financial metrics, technical skills, and other relevant financial and operational concepts to the CON community.
• Contributes to the strategic planning process of the CON as part of the college leadership team.
• Performs related duties as requested by the Dean, represents the Dean and College in fiscal governance at University and System meetings
Other information:
Required Job Qualifications:
• Master’s degree with 7 years of progressive experience in higher education and/or health care or academic financial administration
• Understanding of fiscal management of grants, philanthropic gifts, and GAAP (accounting)
• Accounting /account reconciliation knowledge
• Excellent working knowledge and experience with MS Office (Excel, Word, PowerPoint, Access)
• Problem solving and financial analytical skills.
• Ability to interact professionally with all levels of employees.
• Improves fiduciary skills through professional development efforts.
• Timeliness and accountability.
• Knowledge of data extraction and reporting
Preferred Job Qualifications:
• Experience in a university setting
• Four or more years of experience in a management level position
• Working knowledge of major federal/non-federal sponsors and regulatory requirements.
• Experience working in dynamic health care organization environment
• Knowledge of the Nursing field
Competencies:

• Excellent interpersonal skills and ability to interact effectively with others in difficult situations.
