The Federal Proposal Manager is responsible for spearheading the development of business proposals in response to various bid solicitations such as Requests for Proposals (RFPs) and Requests for Information (RFIs). The Federal Proposal Manager collaborates with a diverse team of subject matter experts, writers, and editors to deliver comprehensive, compliant, and persuasive proposals.

The Federal Proposal Manager is tasked with formulating winning strategies, performing competitive analysis, and ensuring all requirements are met. They liaise with sales teams, project managers, and executives to craft proposals aimed at securing new business opportunities.

The Federal Proposal Manager should possess exceptional communication skills and the ability to work effectively with a diverse team. They should have professional-level writing skills, the ability to manage technical proposals, and stay abreast of technological and societal changes. They should be adept at creatively writing past performances after conducting interviews with SMEs.

The Federal Proposal Manager is also responsible for developing and maintaining databases, facilitating communication among stakeholders, and managing deadlines. They should be proficient in formatting resumes of key personnel and drafting executive summaries.

The Federal Proposal Manager should have a proven track record of winning Government-Wide Acquisition Contracts (GWAC), Indefinite Delivery/Indefinite Quantity (IDIQ) contracts, and task orders.

Proficiency in MS Word, MS Excel, and MS PowerPoint is a must, along with skills in Visio or any other drawing tool. The PM should have successfully passed Shipley's proposal writing course.

Education

Bachelor's degree in Business, Communication, Management, or Marketing.
