Job Summary:The Department of the Interior (DOI) is seeking a highly experienced Senior Program Manager to lead the end-to-end implementation of a Government Clause Automation solution. The successful candidate will oversee the entire project lifecycle, ensuring the solution meets all strategic objectives, functional requirements, and compliance standards.

Job Duties and Responsibilities:Key Responsibilities

Strategic Leadership:

Provide high-level strategic direction and vision for the Clause Automation System project, aligning it with DOI’s long-term goals and acquisition strategies.

Stakeholder Engagement:

Build and maintain strong relationships with senior stakeholders, including DOI executives, acquisition offices, technical teams, vendors, and end-users. Act as the key liaison to ensure stakeholder needs and expectations are met.

Program Planning:

Develop comprehensive program plans, including detailed timelines, resource allocation, and budget management. Ensure all project activities are meticulously planned and executed.

Risk and Issue Management:

Proactively identify, assess, and manage program risks and issues. Develop robust mitigation plans and ensure timely resolution to maintain project momentum.

Resource Leadership:

Lead and mentor a cross-functional team of project managers, technical experts, and support staff. Ensure optimal resource utilization and team performance.

Quality Assurance:

Establish and enforce stringent quality assurance and control processes to ensure the highest standards of project delivery.

Executive Reporting:

Provide in-depth program status reports, including progress updates, risk assessments, and performance metrics, to senior management and other high-level stakeholders.

Post-Implementation Oversight:

Oversee the transition to operational support, ensuring the provision of comprehensive training, documentation, and support mechanisms for end-users and support teams.

CDRL Management:

Oversee the preparation, review, and delivery of all Contract Data Requirements List (CDRL) items. Ensure all deliverables are completed on time, meet quality standards, and comply with contractual requirements.

CDRL Requirements:

Development and Management:

Oversee the development and management of all CDRL items. This includes understanding the specific data and documentation requirements stipulated in the contract, and ensuring they are met.

CDRL Schedule:

Develop and maintain a detailed CDRL schedule that aligns with the overall project timeline. Ensure timely submission of all deliverables to avoid any contractual penalties.

Quality Control:

Implement rigorous quality control measures to review all CDRL items before submission. This includes technical reviews, editing, and validation to ensure accuracy and completeness.

Compliance:

Ensure all CDRL deliverables comply with contract requirements, industry standards, and DOI policies. This includes adhering to format, content, and submission protocols as specified in the contract.

Stakeholder Coordination:

Coordinate with internal and external stakeholders to gather necessary information for CDRL deliverables. This includes working closely with technical teams, documentation specialists, and contract managers.

Documentation and Reporting:

Maintain comprehensive documentation for all CDRL items. Provide regular status reports on CDRL progress to senior management and other stakeholders.

Issue Resolution:

Address and resolve any issues related to CDRL deliverables. This includes managing revisions, responding to feedback from contracting officers, and ensuring final acceptance of all deliverables.

Job Requirements (Education/Skills/Experience):Qualifications

Education:

Bachelor’s degree in Business Administration, Information Technology, Project Management, or a related field. A Master’s degree is strongly preferred.

Experience:

Minimum of 10 years of senior-level program management experience, preferably within government or large-scale enterprise environments. Proven track record of managing complex IT projects with budgets exceeding $5 million.

Certifications:

PMP (Project Management Professional) certification is required. Additional certifications such as PgMP (Program Management Professional) or PMI-ACP (Agile Certified Practitioner) are highly desirable.

Technical Expertise:

Deep understanding of low-code/no-code platforms and PaaS solutions. Experience with automated clause logic systems is an advantage.

Leadership and Influence:

Demonstrated ability to lead and inspire large, diverse teams. Exceptional decision-making, strategic thinking, and conflict resolution skills.

Communication Excellence:

Superior written and verbal communication skills. Capable of articulating complex technical concepts to both technical and non-technical senior stakeholders.

Organizational Acumen:

Exemplary organizational and time management skills. Ability to manage multiple high-priority projects and initiatives concurrently.

CDRL Experience:

Proven experience in managing CDRL items, including the creation, review, and timely submission of contractually required deliverables.
