Open Until Filled Position Information: Reporting to the Director of Sponsored Research & Programs (SRP), functions independently and proactively with decision-making responsibility to provide comprehensive administrative and budgetary support to principal investigators (PIs) and manage the coordination of program development activities for the School of Medicine (SOM), inclusive of highly complex programs involving large and/or multi-institutional collaborations. Individual is responsible for overseeing all operational aspects of the pre-award services and compliance, in collaboration with Director of SRP ensuring pre- and post- award compliance with federal and state policies and regulations. This role requires experience with NIH submissions, and the individual will be responsible for submitting proposals, including complex ones. The customer audience includes a complement of SOM units (Dean's Office, the Division of Biomedical Sciences, the Division of Clinical Sciences, Center for Healthy Communities, Student Affairs, Undergraduate Education, and Graduate Medical Education), as well as collegial collaborators, external business partners, and community-based organizations. The duties of this position include, but are not limited to: conducting comprehensive analysis of a variety of funding mechanisms and awards; overseeing pre-award initiatives; reviewing proposals to ensure institutional compliance; submitting complex proposals; assessing and resolving complex contracts and grants issues; and participating in operational planning and training activities, and collaborating on post-award aspects to ensure continuity and compliance. In order to carry out these responsibilities, advanced knowledge of relevant regulations and requirements to satisfactorily meet government and UC reporting requirements for financial activities is required. Requirements: Educational Requirements:

Bachelor's degree in related area and/or equivalent experience/training. Required. Experience Requirements: 6 - 10 years of related experience. Required. Minimum of 6 years experience in proposal preparation and submission process. Required. Minimum of 5 years experience in budget development for proposals. Required. Thorough knowledge of federal, state and local regulations and issues. Demonstrated experience in proposal development, review and submission. Familiarity with government and private submission processes and systems (i.e. Grants.gov, Fastlane). Demonstrated experience in grant proposal budget development and budget management. Working knowledge of uniform guidance. Required. Certification Requirements: Certified Research Administrator (CRA) certificate Or Certified Pre-Award Research Administrator (CPRA) Preferred. Minimum Requirements: Extensive knowledge of program administration guidelines of Federal and non-Federal sponsors supporting research and educational activities, preferably in a university environment. Full knowledge of Federal Acquisition Regulation, Code of Federal Regulations, sponsor-specific policies, intellectual property policy, conflict of interest requirements, publication rights, application of indirect cost rates and other complex concepts in research administration. Maintains knowledge of and ability to interpret and apply sponsor, institutional and departmental policies. Knowledge of current compliance regulations in all areas of research administration. Ability to manage high volume and complex transactions. Ability to perform highly complex financial analysis and customized reporting. Ability to maintain independent judgment; strong organization and communication skills; and a customer service focus across broad and diverse subject areas. Experience with all types of award mechanisms, including grants, contracts, subcontracts, cooperative agreements. Demonstrated advanced knowledge of generally accepted accounting, fiscal and reporting principles. Demonstrated advanced competence in the use of spreadsheet and database software in financial analysis, fiscal management and financial reports. Ability to interpret policy for others. Advanced knowledge of applicable compliance requirements related to use of human or animal subjects in research, financial conflict of interest, biosafety, etc. Advances knowledge of effective grant funding processes, procedure and techniques. Advanced ability to create and train grant writing and other communication skills in a variety of styles to ensure securing grant funding required. Key Responsibilities: Department Role (DR): Leads the organization, planning, establishment and monitoring of fiscal budget control of contracts and grants administration, submissions, budgets, support documents, gifts, endowments and privately funded projects for faculty research programs.

Review proposals and contracts for accuracy and conformance with sponsor guidelines. Give guidance regarding proposals and awards development. Prepare documentation in the pre-award administration and seek appropriate internal approvals when necessary.

Central Role (CR): Administratively reviews complex grant or contract proposals budgets and awards, obtains/verifies necessary compliance approvals.

Assist in proposal submissions for School of Medicine.

Provides guidance and counsel on wide variety of highly complex research administration matters to principal investigators, senior departmental administrators and less experienced department staff. Leads education and outreach activities to facilitate connection between faculty and relevant programs/funding opportunities and promote research to external entities. (DR): Provides highly complex projections, analysis and recommendations. Assists in support of audit as directed by senior staff. (DR): Ensures complete and accurate collection of research management administration data at all stages of the contract and grant life cycle. Independently oversees award reporting and closeout. (CR): Approves/signs-off submission of pre-award update information requested by sponsor representatives before issue of awards. (CR): Negotiates terms and conditions of highly complex research grant, contract and subcontract proposals and awards from various sponsors. (CR): Reviews and approves or rejects requested fund advance setups or research account updates. (CR): Maintains professional relationships with sponsor representatives. Delivers specialized training and/or develops content for education workshops in the area of research administration. Prepares reviews and/or approves financial transactions. Independently gathers information as needed to perform financial analysis.
