Job Summary:
This position is responsible for creating business requirements documents for reporting and systems development projects, production reporting, special projects, and other systems project related tasks. This includes, but is not limited to, collection of business requirements from users, creation of related requirements documents, or reports, project management, leading or assisting with user acceptance testing activity, providing user support, systems training for departmental users. Please note that this role will be onsite in Jacksonville, FL - local candidates preferred.
Job Duties / Essential Functions:Collaborates with stakeholders and project team members on mid- to large-scale projects to identify business needs and solutions, weight opportunities based on estimated business value, establish scope, and to engineer requirements in support of solutions selected for implementation.Collaborates with business and technical stakeholders, including Product Owners, to engineer diverse requirements (e.g., business, functional, non-functional, and data requirements). This entails synthesizing and documenting both business and system requirements, ensuring compliance with corporate standards. The role includes developing various business documentation forms, such as flow diagrams, use cases, and user stories, to express needs. Additionally, it involves investigating and applying changes to program scope, identifying impacts on business requirements due to external factors affecting programs or projects.Responds to production support issues by performing initial triage and analysis, providing end user support including documenting workarounds and, if necessary, escalating to IT and notifying impacted parties.Authors or assists with the development of test plans and strategies, the coordination of testing events, and the execution of test cases in support of changes to business systems.Evaluates investment opportunities and establishes evaluation plans and techniques for assessing the results of each post-implementation. Reports on findings and makes change recommendations if necessary.Creates or participates in the development of materials used to facilitate the adoption of change by end users including policies and procedures; operating procedures; business processes; training materials, job aids and communications.May coach, counsel, or train less-experienced staff, may also direct the work of others, may provide input in the performance management, goal setting and review processes, and assist in the development of both corporate and departmental policies, procedures, practices, methods, and standards.Actively seeks to understand new and emerging technical functionalities, their business capabilities, and how to translate to technical specifications for purposes of design, build and integration.Required Education and Experience :
6 or more years of demonstrated experience in the fields of business analysis or business systems analysis delivering business system and process changes to include three (3) or more years of financial services, or relevant experience.High School Diploma | GED (required)Bachelor's Degree

Advanced applied knowledge of system development methodologies, primary of which are Agile and Waterfall.Advanced applied knowledge of information technology and information system development.Strong ability to administer configurable business systems, including management of system-based business rules, workflow, and processing logic.Advanced grasp of technology and how it plays a role in business processes.Advanced proficiency with Microsoft Office products, primarily Access, Excel, PowerPoint, Project, Word, and Visio.Able to understand and effectively document business, operational and technical requirements for product, operations, and engineering/IT teams.Project management skills with proven ability to work within and facilitate cross-functional teams and work groups.Ability to establish attainable goals, objectives, and work plans while working both independently and in team-based, highly-collaborative, environments.Advanced interpersonal skills, including verbal, written, facilitation, mediation, negotiation, collaboration, and presentation skills, as well as the ability to communicate effectively with individuals at all levels of the organization.Ability to organize material, analyze a wide variety of facts and develop appropriate recommendations.Advanced ability to solve problems through analytical approaches.Ability to develop insight into current business performance for the purpose of identifying improvement opportunity candidates using business analytics such as data and statistical analysis.Ability to work on multiple projects and tasks concurrently, adapt to change effectively, and adhere to timelines within a fast-paced, changing environment.Ability to create database queries for the purpose of retrieving data from one or more databases.Ability to evaluate native functionality from third party/cloud solutions and identifies opportunities to meet business needs.Preferred Qualifications:
Bachelor's degree in business, Information Technology, or relevant fieldSeven (7) or more years of business analyst or business systems analyst experience in the property and casualty insurance industry.Two (2) or more years of experience with Citizen's systems including policy, claims, billing, data warehouse, or other systems
(Guidewire is Preferred)Experience with web-based application development and support.Proficient with the use of Database Management Tools such as Microsoft Access, Advance Query Tool (AQT) and SQL Management Studio.Experience with formal methods of solicitation (e.g., ITN, RFP, RFI) for the procurement of 3rd party vendor systems and services.Experience with Scaled Agile Framework (SAFe)Scope/Complexity of Work:
