Position Title:

The

Montana Department of Corrections (DOC)

is seeking a passionate, public service-orientated Human Resources Bureau Chief who can effectively lead human resources operations in a diverse department with multiple locations and facilities.

The HR Bureau Chief develops the overall direction and administration of human resources and related functional areas for the department. The position establishes strategic plans and objectives for recruitment, retention, compensation, labor relations, employee wellness and engagement, and compliance with state and federal employment programs and regulations, in addition to other areas as identified and directed by senior management.

Major Duties and Responsibilities:

Workforce Planning and Development

Develops the overall direction of human resources for the department.

Directs workforce planning and development activities to support department strategic and administrative plans.

Oversees human resources policies and procedures and ensures compliance with state and federal employment regulations.

Researches and analyzes potential consequences of developments in statutory, economic, and demographic conditions that could affect the quality, effectiveness, and well-being of the workforce and department operations.

Labor Relations

Develops and maintains effective union relations.

Represents the department on statewide labor relations committees.

HR Office Management

Leads and directs Human Resources in providing professional personnel services to administrators, managers, supervisors and employees.

Integrates human resource activities at the department facilities with the central office through direct contact with facility management and HR staff.

Determines and manages budget for human resources operations through research, planning, and requesting budgetary authority through department and legislative processes.

Provides oversight, direction, consultation and assignment of duties to human resources staff including hiring, evaluating, training and developing, and disciplining.

This position requires occasional travel including to Department of Corrections locations throughout the state.

Background screens which may include criminal records check, child/patient/offender abuse registries, and reference checks will be conducted for this position.

Required Knowledge, Skills, & Abilities:

Extensive knowledge of human resources, business management and organizational behavior concepts, principles and practices.

Extensive knowledge of human resources law and policy.

Ability to identify and cultivate mutually beneficial associations with key stakeholders to accomplish organizational goals and objectives.

Ability to communicate tactfully and effectively both in oral and written communications including public speaking.

Ability to maintain effective working relationships with staff, other agencies, clients, other agency personnel, the legislature and the media.

Ability to make appropriate or acceptable compromises in order to meet goals and to garner support and cooperation from others.

Ability to use sound judgment, define complex problems, and provide effective solutions.

Ability to establish goals and structures, and examine the quality of services provided and take action to implement corrective measures as necessary.

Ability to manage multiple sensitive or controversial issues simultaneously.

Minimum Qualifications:

Bachelor’s Degree in Human Resources Administration/Management, Business Administration/Management, Organizational Development, Communication, Psychology or related field.

Five years of progressively responsible experience administering human resources.

Three years of human resources supervisory experience.

Master’s degree and professional certification as an HCI PHR or SPHR or SHRM-CP or SCP preferred.

Labor relations (union and collective bargaining) experience preferred.

Other combinations of related education and experience may be considered.
