Human Resources Officer

Our client is dedicated to supporting veterans by providing essential services to more than 5,500 veterans each night. These services include housing, counseling, career support, and comprehensive assistance across 32 residential and service locations. Their mission is to end veteran homelessness by developing housing nationwide and expanding crucial homeless prevention programs. These programs offer post-9/11 veterans and their families career and mental health services, facilitating a successful transition to civilian life.

Description

The Human Resources Manager will report directly to the Executive Director at the designated site location and dotted line to the Vice President of Human Resources. This position will be a Human Resources business partner with the site executive team leadership and will provide advice and counsel on various HR topics and processes and will facilitate recruiting and employee development for the designated work site and provide strategic HR guidance, employee relations consultation to the site leadership team as a trusted advisor. Under minimal supervision, performs a variety of administrative and technical duties relating to Human Resources including the areas of employee relations, internal investigation (with General Counsel and VP of HR guidance), recruiting, interviewing, new hire and termination processing, training, coaching on HR policy and procedures, and staff development.

Recruitment:

Establishes recruiting requirements by studying organization plans and objectives and meeting with hiring managers to discuss needs.Work with outside staffing agencies when necessary.Develop and track goals for the recruiting and hiring process.Maintain structure of HRIS system's applicant tracking module & train per site's needs.Post jobs on external career sites and internal applicant tracking system for requesting sites.Manages all aspects of recruitment: posts jobs, screens applicants, schedules interviews, validates references, and facilitates new hire process.Develop a pool of qualified candidates in advance of need; source passive candidates.Evaluates applicants by discussing job requirements and applicant qualifications with managers and interviews applicants on a consistent set of qualifications.Follow up on interview process status and update records in internal database.Evaluate which sources bring the best qualified candidates.Monitors job offers and compensation practices; emphasizing benefits and perks to potential candidates.Perform reference checks as part of the background screening process.Track employee termination to determine changes that can be made in recruitment strategies.Employee Development:

Identify training needs by evaluating the site's needs and various department strengths and weaknesses.Plan, organize, and implement a range of formal and informal training activities utilizing internal and external resources, ensuring a variety of learning styles are included.Periodically evaluate ongoing programs to ensure they reflect any necessary changes.Remain current on new trends and tools in employee development and instruction techniques.Develop initiatives for cross training and succession planning, utilizing employee engagement strategies.Conduct follow up assessments of training to determine if training has been effective and if changes are necessary.Maintain accurate training records at site location.Monitor training costs and stay within a given budget.Additional Duties/Responsibilities:

Ensures delivery of high-quality, proactive HR services, and processes enabling the attainment of strategic business goals and critical initiatives at the designated site location.Provides organizational development interventions and support including organizational design and leadership transitions (succession planning) for the assigned site.Promotes and maintains effective communication with site management teams and employees throughout the designated site location to improve employee productivity and engagement by providing guidance, coaching, and feedback on matters related to employee relations and performance management.Partners with site executive team and the National Office HR team to identify employee relations issues that arise and elevate and escalate such issues appropriately toward prompt resolution.Provide feedback from designated site location to the National Officer Vice President of HR following the implementation of new and revised processes and policies.Manages the site's reward & recognition programs.Researches, develops, and implements competitive compensation, benefits, and employee incentive programs in the designated region (site) under the guidance of the National Office.Manages the designated site's annual performance appraisal process in conjunction with the National Office.Maintain a strong knowledge of HR laws, regulations, and best practices in employment law, human resources, and talent management.Perform other duties as assigned.Requirements

Minimum of BA or BS Degree in Human Resources Management or related field required; a MS Degree in Human Resources Management or MBA preferred; a minimum of 8 years of relative experience in Human Resources Management may substitute for a degree.Minimum 8 years of strong knowledge of employment laws and regulations.Minimum 6 years recruiting and interviewing experience using various selection processes (phone, video, in person, etc.). Strong knowledge of employment laws and federal and state compliance regulations.Significant experience with workforce analytics and the ability to use data and reporting to drive strategic decisions.Thinks and acts strategically, exercises exceptional business acumen, judgment and operational capability.Working knowledge of all HR activities and associated state and federal regulations (e.g., COBRA, Wage and Hour laws, Fair Labor Standards Act, Equal Employment regulations, OSHA, Workers' Compensation, American with Disabilities Act, FMLA, CFRA, etc.).Strong skills and techniques in Conflict Resolution and Problem Solving experience.Experience managing multiple projects at the same time (Project Management skills).Skills and ability in conducting internal investigation techniques.Experience in developing HR related policy and procedures.Knowledge of various training and teaching methods. Exceptional presentation skills.HR Certification preferred: HRCI (PHR/SPHR) or SHRM (CP/SCP) certifications.Approaches work with a positive, professional demeanor and a high degree of organization, attention to detail, and strong follow-up skills.Strong computer proficiency in Microsoft Outlook, Word, Excel and PowerPoint. Paycom a plus.Exceptional verbal and written communication skills, with the professional savvy of communicating at all levels.Additional Information
